March 14, 2023 Mr. Sean Thomas City of Santa Ana, Public Works Agency 20 Civic Center Plaza; M-36 Santa Ana, CA 92701 SThomas5@santa-ana.org RE: Proposal for RFP No. 23-030; On -Call Engineering Services Dear Mr. Thomas: Providing on -call consulting services requires a consultant partner who understands anticipated and unanticipated challenges of tasks that may arise with capital improvement projects. Work produced from on -call contracts must meet the needs of public officials, residents, and the local business community. A key challenge to any capital improvement project is completing the work with as little impact as possible on residents, businesses, and visitors. Minimal road closures, well -marked detour signage, and traffic calming measures all minimize disruptions. We leverage this knowledge at RICK Engineering Company (RICK), and are well -positioned to continue offering multi -discipline engineering and design services to the City of Santa Ana. We have built a solid reputation working with, and for, many local agencies across the Southern California region, including As-Needed/On-Call contracts with the Cities of Anaheim, Lake Forest, and Irvine, as well as the County of Orange. RICK successfully manages on -call contracts because we view ourselves as an extension of City staff. We understand the importance of acting on a moment's notice to address agency or citizen concerns, provide guidance and expertise, and facilitate design services to meet critical funding allocation deadlines. Another contributing factor to our success is our in-house capabilities. In addition to civil engineering, surveying, and mapping, RICK's suite of services includes Water Resources, Land Planning, Landscape Architecture, and Economic Analysis, scopes often performed by subconsultants. As RICK's Project Manager for this contract, I will oversee our multidisciplinary project team and play an active role in the team's quality control efforts. I have managed multi -disciplined teams for public works and private development projects that include streets, bridges, storm drains, utilities, and other related components. Our team has worked on many capital improvement projects throughout Southern California, including the Thornton Park Neighborhood Water Main Improvements project for the City of Santa Ana. In addition to the original RFQ No. 23-030 for On -Call Engineering Services, we have obtained, reviewed, and acknowledge Addenda No. 1 to the RFQ and Q and A Sets 1 through 8. We accept the provisions of the Agreement included with the provided RFP and have no exceptions. We have the expertise, the available staff, and recent, relevant, and local experience to perform on this on -call contract in a manner exemplary to the City of Santa Ana.
