Understanding of Need The City of Santa Ana seeks a full -service engineering team to evaluate, design, and develop construction plans and bid specifications for as needed Capital improvement Projects (CIP) and other professional services. Alta being a multidisciplinary firm supplemented by a diverse range of team members of electrical, geotechnical engineers, envi unmental planners, mechanical, hydrologists, and land surveyors are prepared to support the City's needs. We recognize that inclusivity, transparency, and equity are critical to the success of public infrastructure projects in the City of Santa Ana. Since 2016, Alta has been helping the City promote and prioritize safety improvements through our work on the City's Safety Education Campaign and Safe Routes to School Plan that was adopted in 2020.Our team will leverage that community understanding and early engineering planning to assist the City in accomplishing their mission "To deliver efficient public services in partnership with our community which ensures public safety, a prosperous economic environment, opportunities for our youth, and a high quality of life for residents." The adopted CIP fiscal year 2023 budget projected over $40 million dollars for infrastructure enhancement throughout the City, which mean projects must proceed as planned in a cost-effective manner. We also understand there are grant funded and federal earmarked projects (such as the Orange Avenue Bike Lane and Bicycle Boulevard Project) in the pipeline with aggressive project delivery schedules, and the Alta Team stands ready to support the City and deliver these projects. Both the City and the community are ready to see the programmed projects in the CIP move forward to deliver tangible benefits for all users. 1M ALTA UNDERSTANDS. Durplanning and engineering teams identified and prioritized school infrastructure improvements at schools across the City which led to the City Council adoption of the 2020 Santa Ana Safe Routes to School Plan. Staff Availability and Managing Resources The Alta Team understands the importance of meeting project delivery schedules. We commit to provide adequate and qualified staffing to complete tasks from this on -call. We can also commit to make use of personnel from other offices throughout the company and bringing on additional staff if project tasks and schedules dictate the need to do so. Alta's Project Managers will be selected based on the schedule, the complexity of the project, the Manager's expertise, and the most qualified team members to successfully deliver the project. Our project management infrastructure includes Deltek Vision software for budget planning, control, and invoicing. This software allows Alta's project managers to track resources and create project plans that confirm staff availability for key tasks over the lifecycle of a project. Alta utilizes Deltek's integrated time management and invoicing system to make sure projects stay on track. This system allows Alta to generate invoices based directly on timesheet entries, resulting in faster and more accurate invoicing. Deltek's integrated reporting tools allow us to monitor the budget, project status, progress, and billing constantly on a real-time basis. Alta's financial team has developed a set of billing protocols to facilitate streamlined project management review of tasks and expenses. Our project work is tracked in Deltek tasks and labor reports that indicate burn rates and make sure project billings correspond to production milestones. Our quality of work, cost control, and schedule compliance will result from a systematic management program tailored to this on -call contract. We will adhere to the planned task budgets and anticipate workload and schedule changes by preparing and maintaining a detailed critical path method schedule that is resource loaded and treated as a living document throughout the lifecycle of a project. QUALITY ASSURANCE AND QUALITY CONTROL • Alta maintains a QA/QC system, along with strict adherence to establish business procedures. Our team employs a three-tier quality control system that includes: (1) peer review of materials, (2) independent review by principals, and (3) in-house scheduling and management tools. • Our QA/QC process begins at the start of the project. We believe that everyone on the team is responsible for providing our clients with quality products and deliverables.
