Understanding <br />of Need <br />The City of Santa Ana seeks a full -service engineering <br />team to evaluate, design, and develop construction plans <br />and bid specifications for as needed Capital improvement <br />Projects (CIP) and other professional services. Alta being <br />a multidisciplinary firm supplemented by a diverse range <br />of team members of electrical, geotechnical engineers, <br />envi unmental planners, mechanical, hydrologists, and land <br />surveyors are prepared to support the City's needs. <br />We recognize that inclusivity, transparency, and equity are <br />critical to the success of public infrastructure projects in the <br />City of Santa Ana. Since 2016, Alta has been helping the <br />City promote and prioritize safety improvements through <br />our work on the City's Safety Education Campaign and <br />Safe Routes to School Plan that was adopted in 2020.Our <br />team will leverage that community understanding and early <br />engineering planning to assist the City in accomplishing <br />their mission "To deliver efficient public services in <br />partnership with our community which ensures public safety, <br />a prosperous economic environment, opportunities for our <br />youth, and a high quality of life for residents." The adopted <br />CIP fiscal year 2023 budget projected over $40 million dollars <br />for infrastructure enhancement throughout the City, which <br />mean projects must proceed as planned in a cost-effective <br />manner. We also understand there are grant funded and <br />federal earmarked projects (such as the Orange Avenue <br />Bike Lane and Bicycle Boulevard Project) in the pipeline <br />with aggressive project delivery schedules, and the Alta <br />Team stands ready to support the City and deliver these <br />projects. Both the City and the community are ready to see <br />the programmed projects in the CIP move forward to deliver <br />tangible benefits for all users. <br />1M <br />ALTA UNDERSTANDS. Durplanning and engineering teams identified and <br />prioritized school infrastructure improvements at schools across the City <br />which led to the City Council adoption of the 2020 Santa Ana Safe Routes to <br />School Plan. <br />Staff Availability and <br />Managing Resources <br />The Alta Team understands the importance of meeting <br />project delivery schedules. We commit to provide adequate <br />and qualified staffing to complete tasks from this on -call. We <br />can also commit to make use of personnel from other offices <br />throughout the company and bringing on additional staff if <br />project tasks and schedules dictate the need to do so. Alta's <br />Project Managers will be selected based on the schedule, <br />the complexity of the project, the Manager's expertise, and <br />the most qualified team members to successfully deliver the <br />project. <br />Our project management infrastructure includes Deltek Vision <br />software for budget planning, control, and invoicing. This <br />software allows Alta's project managers to track resources <br />and create project plans that confirm staff availability for <br />key tasks over the lifecycle of a project. Alta utilizes Deltek's <br />integrated time management and invoicing system to <br />make sure projects stay on track. This system allows Alta <br />to generate invoices based directly on timesheet entries, <br />resulting in faster and more accurate invoicing. Deltek's <br />integrated reporting tools allow us to monitor the budget, <br />project status, progress, and billing constantly on a real-time <br />basis. Alta's financial team has developed a set of billing <br />protocols to facilitate streamlined project management review <br />of tasks and expenses. Our project work is tracked in Deltek <br />tasks and labor reports that indicate burn rates and make <br />sure project billings correspond to production milestones. <br />Our quality of work, cost control, and schedule compliance <br />will result from a systematic management program tailored <br />to this on -call contract. We will adhere to the planned task <br />budgets and anticipate workload and schedule changes by <br />preparing and maintaining a detailed critical path method <br />schedule that is resource loaded and treated as a living <br />document throughout the lifecycle of a project. <br />Potential tasks are scoped in detail in Section 2. Scope of <br />Services and Schedule. <br />QUALITY ASSURANCE AND QUALITY CONTROL <br />• Alta maintains a QA/QC system, along with strict <br />adherence to establish business procedures. Our team <br />employs a three-tier quality control system that includes: <br />(1) peer review of materials, (2) independent review by <br />principals, and (3) in-house scheduling and management <br />tools. <br />• Our QA/QC process begins at the start of the project. <br />We believe that everyone on the team is responsible for <br />providing our clients with quality products and deliverables. <br />Our designers utilize checklists during their design process <br />to identify key issues that are communicated to other <br />disciplines early in the design.
