Scope of Services and Schedule <br />Our approach to providing storm water related construction services is to be proactive and establish <br />expectations with developers and contractors early in the <br />construction process. We intend to work closely with City <br />staff to prioritize inspection needs (i.e., size, proximity to <br />303(d) listed water body segment, rainy or dry season, <br />etc.) based on the history of specific types of projects or <br />contractors. We have found that clear and upfront <br />communication with private developers helps verify that <br />NPDES issues, if they occur, will be properly addressed in <br />a timely manner. <br />Areas of expected support to construction services include: <br />10. <br />Conducting routine and proactive storm water <br />quality inspections for construction sites that <br />require Construction General Permit (CGP) <br />coverage <br />Conducting as -needed inspection assistance based <br />on project prioritization and City staff availability <br />Collaborating with public works staff to bring NPDES issues into timely compliance <br />Municipal Facility Inspections <br />WSP's team has a thorough understanding of Orange <br />County's Fixed Facility Model Procedures. Our staff will provide <br />the FSE with educational materials and will document <br />- • • •- -• <br />observations during the follow-up inspection. Should a <br />• <br />prohibited discharge occur, our staff will issue enforcement <br />per the City's water quality ordinance. <br />Illegal Discharge/Illicit Connection Inspections, Spill Response, and Source Investigations <br />The City implements a program to actively detect and eliminate ID/ICs to the storm drain system. In <br />addition to the proactive detection identified through County -led outfall monitoring or City -led facility <br />inspections or special studies, a large portion of city investigations are in response to water pollution <br />complaints or reported incidents. To achieve a consistent response in compliance with MS4 permit <br />requirements, an Orange County Investigation Guidance Manual was developed by Orange County <br />Copermittees outlining the fundamental techniques that should be followed during investigations.
