We have nicknamed this the "RAID" program, Residents Against Intoxication <br />and Drugs and are wholeheartedly in favor of this initiative. We are puzzled as to why this was not <br />immediately acted upon by the SAPD? Direction was given by council to the City Manager to direct the Chief <br />to implement this immediately. Given that it does not involve any new laws and we have the space and staff to <br />accommodate this influx of guests in our sparkling nearly new jail, there is no reason for further delay in our <br />view. <br />We have no delusion that this will solve any sort of addiction in a wholesale manner .......... but we "get to Mt. <br />Olympus one step at a time". This is a step in the right direction. Folks who are suffering will be offered help <br />and services and the message will go forth that SA is no longer the Ellis Island of unfettered drug and alcohol <br />use in the County. Cities all around us and as far as Portland and San Francisco are realizing that allowing all <br />manner of criminal activity to be ignored is destroying the core of our communities. This must be turned <br />around.
