(b) Municipal Facility inspections <br />(c) Food Facility inspections <br />(d) Illegal Discharge/Illicit Connection inspections and spill response <br />(e) Source investigations <br />(f) Water Quality Management Plan (WQMP) inspections <br />(g) Inspections shall comply with the requirements of the City's Municipal <br />NPDES Permit or Statewide Construction General Permit (if applicable) <br />(h) Consultant shall ensure all staff receive proper training and have adequate <br />Personal Protective Equipment (PPE) to successfully and safely conduct <br />inspections <br />(i) Consultant shall issue enforcement actions for violations of Santa Ana <br />Municipal Code. Enforcement actions may include, but are not limited to: <br />verbal warnings and Administrative Citations with monetary fines <br />ii) Statewide Trash Provisions Support <br />(a) Consultant shall have technical knowledge of the Statewide Trash Provisions <br />and advise the City how to comply with the Statewide Trash Provisions <br />(b) Analyze the City's MS4, delineate drainage areas, and identify potential <br />"Direct Connections" <br />(c) Conduct On -Land Visual Trash Assessments (OVTA) to quantify trash loads <br />from various land uses throughout the City <br />(d) Calculate the trash load captured by existing Best Management Practices <br />(BMPs) and the total trash load required to be captured by the City <br />(e) Identify opportunities for full trash capture device installation throughout the <br />City <br />(f) Prepare and submit maps, memorandums, or reports detailing the City's trash <br />capture efforts and status of compliance with the Statewide Trash Provisions <br />iii) Water Quality Management Plans (WQMPs) Support <br />(a) Prepare and review WQMPs for priority and non -priority development <br />projects <br />(b) Hydraulic calculations, mapping, and hydraulic modeling <br />(c) Design Best Management Practices (BMPs) for stormwater capture, treatment, <br />or reuse <br />(d) WQMPs and associated BMPs shall comply with the requirements of the <br />City's Municipal NPDES Permit and applicable design guidance documents <br />(e) WQMPs and BMP designs shall be prepared and stamped by a licensed <br />Professional Engineer (PE) in the State of California <br />iv) Stormwater Sampling and Analysis <br />(a) Deploy all necessary personnel, equipment, and materials to collect <br />stormwater or urban runoff samples <br />(b) All sampling activities shall be in accordance with industry standards and <br />applicable NPDES Permits <br />City of Santa Ana RFP 23-028 Page Al-4 <br />
