CITY OF SANTA ANA <br /> <br />3 <br />COST OF SERVICE STUDY <br /> <br /> <br />I. BACKGROUND <br /> <br />Incorporated in 1886, Santa Ana, a Charter City, established a Council-Manager form of <br />government in 1952. The City Council is composed of seven members; the Mayor elected at <br />large and six Council members elected by ward, who appoint the City Manager, City Attorney <br />and Clerk of the Council. The City of Santa Ana (City) is a full-service City with a diverse <br />population of approximately 335,000. <br /> <br />The City’s eleven agencies provide all the traditional municipal services, as well as water utility, <br />library system, 20-acre Zoo, City Jail, Police Department, and contracts with the Orange County <br />Fire Authority for provision of fire services. The City employs 1,342 authorized full-time positions <br />and has an annual citywide budget is $760.2 million, including the General Fund budget of <br />$403.6 million. <br /> <br />The City of Santa Ana is located 10 miles inland from the Pacific Ocean, 33 miles southeast of <br />Los Angeles and 90 miles north of San Diego. The City, which is the county seat of Orange <br />County, encompasses an area of approximately 27 square miles and is the 11th largest by <br />population in California. <br /> <br />II. MANDATORY PRE-PROPOSAL MEETING <br /> <br />A mandatory virtual pre-proposal meeting will be held on the date and time specified on the <br />cover page of this RFP. <br /> <br />Failure to attend this meeting shall result in your firm being disqualified from proposing. <br /> <br />Meeting Link: https://meet.goto.com/794712045 <br /> <br />The meeting will include a detailed discussion of the project and the services provided by the <br />Sanitation Services Users Charge. All questions shall be required to be submitted in written <br />form. After the pre-proposal meeting, City will respond to pre-proposal attendees by e-mail to <br />written questions or requests for clarifications. <br /> <br />III. OVERVIEW OF PROJECT <br />The City of Santa Ana is seeking a Consultant to perform a cost of service study for the City’s <br />Sanitation Services Users Charge (Sanitation Fee/Sanitation Enterprise) in compliance with <br />California Proposition 218 requirements . The City intends to enter into an agreement with a <br />single firm to provide the described services. A detailed Scope of Work is included in EXHIBIT I: <br />SCOPE OF SERVICES. <br /> <br />IV. SCOPE OF SERVICES <br /> <br />SEE EXHIBIT I – SCOPE OF SERVICES <br /> <br />The Contractor shall be an independent contractor capable of providing experienced, <br />knowledgeable and professional staff. The Contractor shall be responsive and maintain <br />excellent working relationships with city residents, businesses, government officials and City <br />staff. The Contractor shall provide adequate staffing levels at all times and adhere to established <br />schedules. The Contractor shall be knowledgeable of and comply with federal, state and local <br />regulations, including but not limited to California Constitution Proposition 218.
