Approve an appropriation adjustment recognizing $210,000 in grant revenue from <br />the U.S. Department of Justice Grants and appropriate same to the Office on <br />Violence Against Women Improving Criminal Justice Response expenditure account <br />(Requires five affirmative votes). <br />2. Authorize the City Manager to execute a Memorandum of Understanding with <br />Human Options, Inc. accepting the FY 2022 Improving Criminal Justice Response to <br />Domestic Violence, Dating Violence, Sexual Assault, and Stalking Grant in the <br />amount of $210,000, for the period of October 1, 2022 through September 30, 2025, <br />subject to non-substantive changes approved by the City Manager and City <br />Attorney. <br />DISCUSSION <br />The United States Department of Justice Office on Violence Against Women solicited <br />grant applications for the FY 2022 Improving Criminal Justice Response to Domestic <br />Violence, Dating Violence, Sexual Assault, and Stalking grant program, which <br />implements certain provisions of the Federal Violence Against Women Act. The <br />program enhances victim safety and offender accountability in cases of sexual assault, <br />domestic violence, dating violence, and stalking by encouraging jurisdictions to <br />implement pro-arrest policies as an effective intervention that is part of a coordinated <br />community response. An integral component of the Improving Criminal Justice <br />Responses program is the creation and enhancement of collaborative partnerships <br />between criminal justice agencies, victim services providers, and community <br />organizations which respond to sexual assault, <br />domestic violence, dating violence, and stalking. <br />In April 2022, Human Options, in collaboration with the Santa Ana Police Department,
