However, if future action is not considered now, it must be considered and <br />environmentally evaluated before it is actually implemented. <br />(Reference: Laurel Heights Improvement Ass’n v. Regents of University of California (1988) 47 <br />Cal.3d 376, 396.) <br />7.25 NOTICE OF COMPLETION OF DRAFT EIR; NOTICE OF AVAILABILITY OF DRAFT EIR. <br />Notice of Completion. When the Draft EIR is completed, a Notice of Completion (Form <br />“H”) must be filed with the Office of Planning and Research in an electronic form via the Office <br />of Planning and Research’s CEQA Submit website, which is located at the following web address: <br />https://ceqasubmit.opr.ca.gov/Security/LogOn?ReturnUrl=%2f. The Notice of Completion shall <br />contain: <br />(a) A brief description of the proposed project; <br />(b) The location of the proposed project including the proposed project’s latitude and <br />longitude; <br />(c) An address where copies of the Draft EIR are available and a description of how the Draft <br />EIR can be provided in an electronic format; and <br />(d) The review period during which comments will be received on the Draft EIR. <br />The Office of Planning and Research has developed a model form Notice of Completion. <br />Form H follows OPR’s model. To ensure that the documents are accepted by OPR staff, this form <br />should be used when documents are transmitted to OPR. <br />Notice of Availability. At the same time it sends a Notice of Completion to the Office of <br />Planning and Research, the City shall provide public notice of the availability of the Draft EIR by <br />distributing a Notice of Availability of Draft EIR (Form “K”). The Notice of Availability shall <br />include at least the following information: <br />(a) A brief description of the proposed project and its location; <br />(b) The starting and ending dates for the review period during which the City will receive <br />comments, the manner in which the City will receive those comments, and whether the <br />review period has been shortened; <br />(c) The date, time, and place of any scheduled public meetings or hearings to be held by the <br />City on the proposed project, if the City knows this information when it prepares the <br />Notice; <br />(d) A list of the significant environmental effects anticipated as a result of the project; <br />(e) The address where copies of the EIR and all documents incorporated by reference in the <br />EIR will be available for public review, and a description of how the Draft EIR can be <br />obtained in electronic format. This location shall be readily accessible to the public during <br />the City’s normal working hours; and <br />(f) A statement indicating whether the project site is included on any list of hazardous waste <br />facilities, land designated as hazardous waste property, or hazardous waste disposal site,
