<br />ELS Architecture and Urban Design and SWA Group (els+swa) have
<br />collaborated on award -winning designs for more than 35 years and are
<br />poised to bring their robust combination of experience and knowledge for a
<br />significant Memorial Park East End Master Plan and Reimagined Aquatics
<br />Center. Our collaborative design work has resulted in a combined investment
<br />exceeding $500MM in multiple communities throughout California. ELS will
<br />serve as the prime consultant for the els+swa association.
<br />els+swa will tap our two firms' extraordinary resources, which include a suc-
<br />cessfully deployed and tested community engagement process throughout
<br />multiple California communities, and a multilingual, talented design team
<br />whose key staff are familiar with one another through similar projects. These
<br />factors together will ensure that the feedback generated by our community
<br />outreach process is comprehensively and considerately incorporated into
<br />the Memorial Park Master Planning and Aquatic Center Conceptual Design
<br />Process.
<br />ABOUT ELS
<br />ELS is an award -winning architectural practice with a 50-year tradition in de-
<br />sign for the public realm. A recipient of the prestigious AIA California Council
<br />Firm Award, ELS has been included in the Architect 50 for five consecutive
<br />years and in Architectural Records Top 300 Architecture Firms for 2022. We
<br />specialize in a diverse array of project types including aquatics, recreation,
<br />fitness and wellness facilities; historic renovation and adaptive reuse; cul-
<br />tural and entertainment venues; and retail, mixed use and urban design. We
<br />provide complete architectural services, from programming and conceptual
<br />design through construction administration and post -occupancy evaluation.
<br />We have extensive experience in the design and construction of award -win-
<br />ning aquatic facilities. These include the LEED Silver -certified East Oakland
<br />Sports Center for the City of Oakland, the LEED Gold -certified Canada Col-
<br />lege Kinesiology and Wellness Center, the Berkeley High School Natatori-
<br />um for the Berkeley Unified School District, the LEED Silver -certified Mor-
<br />gan Hill Aquatics Center for the City of Morgan Hill, the Dolores Bengtson
<br />Aquatic Center for the City of Pleasanton, and the Elk Grove Civic Aquatic
<br />Center for the City of Elk Grove. Our portfolio also includes world -class
<br />competition venues for three top -ranked NCAA programs: the Uytengsu
<br />Aquatics Stadium for the University of Southern California, the Avery Aquat-
<br />ic Center and Maas Family Diving Complex for Stanford University, and the
<br />LEED Silver -certified Legends Aquatics Center for UC Berkeley. We are
<br />also redesigning the George F. Haines International Swim Center in San-
<br />ta Clara, one of the premier competitive aquatics venues in the U.S. and
<br />one of the selected sites for USA Swimming's Arena Grand Prix Series; the
<br />new facility includes several community recreation features and is targeting
<br />LEED Platinum.
<br />ABOUT SWA
<br />For over six decades, SWA has been recognized as one of the world's
<br />design leaders in the fields of landscape architecture, planning and urban
<br />design. Their projects have received over 800 awards and have been
<br />showcased in over 60 countries. Their principals are among the industry's
<br />most talented and experienced designers and planners. Emerging in 1959
<br />as the West Coast office of Sasaki, Walker and Associates, the firm first
<br />assumed the SWA Group name in 1975. Despite being one of the largest
<br />firms of its type in the world, SWA is organized into smaller studio -based
<br />offices that enhance creativity and client responsiveness. Over 75 percent of
<br />SWA work has historically come from repeat clients. In addition to bringing
<br />strong aesthetic, functional, and social design ideas to their projects, they're
<br />also committed to integrating principles of environmental sustainability. At
<br />the core of their work is a passion for imaginative, solution -oriented design
<br />that adds value to land, buildings, cities, regions, and to people's lives.
<br />EXPERIENCE WITH CONSTRUCTION MANAGER AT RISK
<br />(CMAR) PROJECT DELIVERY METHOD
<br />ELS Architecture and Urban Design, of els+swa, has 40+ years of
<br />successful collaboration, totaling $500MM+ in construction value, with
<br />general contractors on a range of CM project delivery types including CM at
<br />Risk, CM -Design Assist, CM -LEAN, CM -Design Assist/Donor Development
<br />Delivery-P3, and Design/Build. Several of our projects have fallen within
<br />one of these delivery models on both municipal and higher education
<br />projects. Some of our general contractor collaborators and partners include
<br />Bernards, Turner, Rudolph and Sletten, Pankow, Swinerton, Vance Brown
<br />Builders, Blach Construction and Kitchell.
<br />Following are some representative CMAR and CM projects delivered:
<br />• For the City of Oakland, we completed the East Oakland Sports
<br />Center, which was honored by AIA San Francisco and AIA East Bay
<br />for design excellence, and was delivered under a CMAR model. The
<br />$20MM LEED Silver certified project was a collaboration with Turner
<br />Construction.
<br />• For the University of California, Berkeley, we teamed with Vance
<br />Brown Builders for a two-phase Legends Aquatic Center and a major
<br />expansion to the existing Spieker Aquatics Stadium. Phase I, the
<br />$20MM California Legends Aquatic Center was honored by the AIA
<br />East Bay for design excellence. The Legends Aquatic Center was
<br />delivered under a CMAR process.
<br />• For Stanford University, our collaborative efforts with Vance Brown
<br />Builders, under a CMAR delivery process, led to six award -winning
<br />projects, including the renovation of the historic Burnham Pavilion,
<br />the Ford Centerfor Sports and Student Recreation, the Taube Family
<br />Tennis Stadium, the Avery Aquatic Center and Maas Diving Center,
<br />and renovations to Maples Pavilion.
<br />• For the City of Santa Clara, we are currently teamed with Rudolph
<br />& Sletten on a $100MM+ project that includes the re -visioning
<br />and re -building of the International Swim Center (ISC) and the
<br />Community Recreation Center (CRC). The ISC and CRC combine
<br />to provide four pools (a pair of 50M competition pools, a dive
<br />pool, and a recreation/fun-water pool) and 120,000 square feet of
<br />community recreation facilities including a gymnasium, cardio area,
<br />indoor track, rock -climbing wall, theater, community hall, and several
<br />multipurpose activity rooms. The project is positioned for a Public/
<br />Private/Partnership delivery as a Design/Build/Finance/Operate/
<br />Maintain (DBFOM) project.
<br />For the State Center Community College District, we complet-
<br />ed a $40MM historic renovation and seismic upgrade of the Old
<br />Administration Building at Fresno City College, which was one of
<br />the country's first junior colleges and was the first college in Cali-
<br />fornia's Community College system. ELS led a programming effort
<br />that repurposed the historic building into a state-of-the-art teaching
<br />facility for both lectures and distance learning, as well as a show-
<br />piece for performing arts. The project was delivered under a CM/
<br />Multiple Prime format. ELS collaborated with Kitchell (as Bond Pro-
<br />gram Manager for the District) on this extraordinary project, which
<br />was honored by the AIA California Council, SCUP/AIA-CAE and the
<br />National Trust for Historic Preservation for design and preservation
<br />excellence. The Construction Manager for our project was Harris
<br />Construction.
