2a. Scope of Services Memorial Park's East End— Potential New or Revived PART I: CONCEPT PLANNING <br />Park Elements Task 1: Preliminary Concept Planning <br />els+swa have reviewed Appendix, ATTACHMENT 1, Scope of Work, <br />which is part of RFP Number 23-061. We have given considerable <br />thought to the scope of work described in ATTACHMENT 1, and we look <br />forward to delivering on the spirit and intent of the document, with some <br />modifications that have been proposed under Tab le — Understanding of <br />Need, Tab 2b — Schedule and our sealed fee proposal. Without excep- <br />tion, please note that we will manage a process and deliver design product <br />that is responsive to the following main Scope of Work categories outlined <br />in previously referenced, ATTACHMENT 1: <br />Project scope of work will be composed of two phases: <br />els+swa look forward to honoring the park through a meaningful design <br />element that reinforces the words of former Governor Earl Warren and re- <br />minds us of the ultimate sacrifice made by others for our democracy. Be- <br />ing a part of strengthening the park as a "living memorial" is a big respon- <br />sibility, one that we take seriously in our collaborative process with you. <br />Active Recreation <br />• Splash Park area (approximately 1,000 so <br />Sports courts (basketball, volleyball, hand ball, pickle ball) <br />• Fitness and Workout Areas <br />• Fitness Circuit Stations about the park <br />• Part I, Site Master Plan, required a master plan for the east end of the <br />park. Documents will be delivered and based upon standards of the • Open Space <br />American Institute of Architect. • Walkways <br />• Community Gardening <br />els+swa will consider existing components of the park, and integrate input • Permanent Checkers and Chase Gaming Tables <br />collected during the community engagement process that we have outlined General Park Improvements <br />under our "Understanding of Need". <br />els+swa also understands the following program elements are to be included: <br />The New Memorial Park Aquatics Center <br />Building — Public Spaces <br />• Reception Lobby Area <br />Multipurpose Room for Community Meetings, Birthday Parties and <br />Lifeguard Classes <br />• Locker Rooms and Changing Areas for all users — men, women, <br />families and non -binary users <br />Building — Staff/City Spaces <br />• Aquatics Director/Manager's Office <br />• Lifeguard Room — perhaps with shower/restroom combination and <br />lockers <br />• Staff Office <br />• Breakroom <br />• Pool Equipment Space <br />• Storage <br />Pool Area <br />• Pool: 50-meter x 25-yard pool (with or without a bulkhead? — <br />Depth to be 7'-0') <br />• Pool decking and drainage. <br />• Deck showers to complement indoor showers. <br />• Area for Spectators — Bleachers and Lawn Seating? <br />• Pool and Deck Equipment — Lane Lines and Reels, Flags, Life- <br />guard Chairs, Pool Covers <br />Band shell and lawn area <br />• Lighting <br />Park signage <br />• Site Furnishings (benches, picnic tables, trash receptacles, dog <br />waste stations) <br />• Storm Water Mitigation <br />• Water Wise Landscaping and automated irrigation <br />els+swa will consider circulation, safety, security, visibility, emergency <br />action procedures, lighting and apply best practice of CPTED — Crime <br />Prevention Through Environmental Design — essentially making all park <br />areas easily monitored and seen; the key concept here is to make sure <br />the design allows for eyes on the park. Additionally, els+swa will con- <br />sider maintenance, service, and delivery of goods to the park, not only for <br />day-to-day functions, but also for large events like Movies in the Park, USA <br />Swim Meets, Memorial Day and Classic Car Club shows, to name a few. <br />Schedule <br />els+swa understands that this project is on an accelerated timeline. we <br />are prepared to assist the city with managing an accelerated timeline with <br />respect to federal deadlines and processes that are linked the project <br />funding by the American Rescue Plan Act (ARPA). <br />Such that the Contract Documents for Phase I (Aquatics Facility) must be <br />completed and ready for Public Bid Advertisement by April 2024. Please <br />see our proposed schedule and how it aligns with this requirement. <br />Per our response to "Understanding the Need," our proposed schedule <br />and our fee proposal package, we will be delivering service based on the <br />following: <br />Task 2: Final Concept Plan <br />PART II: CONTRACT DOCUMENTS <br />A. PROJECT COORDINATION. els+swa will manage, coordinate, pro- <br />duce documents for the work outlined above and pursuant the industry <br />standards and as recognized by the American Institute of Architects. <br />B. RECORDS RESEARCH. els+swa and their consultants will research <br />information pursuant the industry standards and as recognized by the <br />American Institute of Architects. <br />C. SURVEY (if necessary). els+swa will assist the city in generating the <br />limits of survey information needed to complete this assignment. We <br />understand that all survey and base mapping of the project site shall <br />be prepared in US Customary English units by a California licensed <br />Land Surveyor in accordance with the City guidelines and in Microsta- <br />tion V8i Computer Aided design and Drafting (CADD) format. The hor- <br />izontal datum shall be NAD 83 and the vertical datum shall be NAVD <br />88. <br />D. PERMIT(s). els+swa will provide documentation necessary to secure <br />construction permits required for this project. At this time, we under- <br />stand this will include a Building Permit from the City of Santa Ana and <br />a permit from the County of Orange, Department of Health for Swim- <br />ming Pool Construction. els+swa will prepare all technical documents, <br />and we suggest working with the CMAR, the city's project manager and <br />els+swa to determine the best route for the actual application of per- <br />mits. CEQA and NEPA application will be handled as outlined in Rin- <br />con's proposal. <br />PHASING: els+swa looks forward to collaboratively preparing a phas- <br />ing plan that will lead to the full development of the approved Master <br />Plan and prepare the contract document (PS&E) package. We under- <br />stand, that at minimum, Phase I shall include the new and reimagined <br />Memorial Park Aquatics Center and associated site work and parking, <br />identifying the accessible Path of Travel that is compliant with the <br />California Building Code. Further, we will assist the city with securing a <br />Construction Contract for Phase I by December 2024. <br />F. PROJECT DELIVERY: els+swa understands that the City of Santa Ana <br />is considering, but is not committed to, utilizing a Construction Manager <br />at Risk (CMAR) delivery method. And that if the city chooses to move <br />forward with a CMAR delivery method, the CMAR will be retained by <br />City to be part of the project team immediately following completion of <br />Task 1 (30% documents). Further, els+swa understands that the CMAR <br />will provide review and comment on our documents and that els+swa <br />will incorporate this input by the CMAR during Tasks 2 and 3 (60%, <br />90%, 100% documents). els+swa has significant experience with the <br />CMAR or similar delivery process exceeding $500MM in construction <br />
