Special Circumstances For Environmental Leadership Projects. <br />Special timing considerations and requirements apply if the Project is certified by the <br />Governor as an Environmental Leadership Project pursuant to the "Jobs and Economic <br />Improvement Through Environmental Leadership Act of 2021." For example, the administrative <br />record must be finished and certified within five (5) days of project approval.
