-4 _& <br />McFADDEN-ORANGE PARK <br />CEQA and NEPA Clearance for Pacific Electric Park <br />The city received the property for Centennial Park as a grant from the <br />federal government in the late 1940s with the agreement that the city <br />would use the property in accordance with an approved program. When <br />the city leased about two and a half acres of the park to the Rancho <br />Santiago Community College District to build and operate a career <br />education center, that acreage was out of compliance with the program of <br />utilization. The National Park Service therefore only agreed to a five-year <br />extension to its agreement with the city. As a condition to extending the <br />agreement, the NPS required that RSCCD either move from Centennial <br />Park or provide replacement park land of equal recreational value. <br />The city asked PlaceWorks for a recreational value report to assess <br />a replacement site (Pacific Electric Park); research program needs, <br />options, and opportunities for the site; and prepare alternative concept <br />plans and cost estimates. PlaceWorks also prepared the environmental <br />documents for project approval —an Initial Study/Mitigated Negative <br />Declaration and a Phase I Environmental Site Assessment.
