The geographic distribution of <br />funding is predicated somewhat on the nature of the activity to be funded. It is the City’s intent to fund <br />activities in the areas most directly affected by the needs of low-income residents and those with other <br />special needs. The Annual Action Plan directs investment geographically to an area benefit <br />neighborhood. The City will continue to work closely with its partners to identify and overcome any <br />obstacles to address the needs of underserved populations. <br />. <br /> <br /> <br />EXHIBIT 1
