Santa Ana 2020 Urban Water Management Plan <br />arcadis.com <br />6-1 <br />6 WATER SUPPLY CHARACTERIZATION <br />As a counterpart to Section 4’s Water Use Characterization, this section characterizes the City’s water <br />supply. This section includes identification and quantification of water supply sources through 2045, <br />descriptions of each water supply source and their management, opportunities for exchanges and <br />transfers, and discussion regarding any planned future water supply projects. This section also includes <br />the energy intensity of the water service, a new UWMP requirement. <br />Water Supply Overview <br />The City meets all of its demands with a combination of imported water, local groundwater, and recycled <br />water. The City works together with two primary agencies, MET and OCWD, to ensure a safe and reliable <br />water supply that will continue to serve the community in periods of drought and shortage. The sources of <br />imported water supplies include water from the Colorado River and the State Water Project (SWP) <br />provided by MET. <br />The City’s main source of water supply is groundwater from the Orange County Groundwater Basin. <br />Imported water and recycled water make up the rest of the City’s water supply portfolio. In FY 2019-20, <br />the City relied on 76% groundwater, 23% imported water, and 1% recycled water (Table 6-1). <br />It is projected that by 2045, the water supply portfolio will change to approximately to 84% groundwater, <br />15% imported water, and 1% recycled water (Table 6-2 and Figure 6-1). Note that these representations <br />of supply match the projected demand. However, the City has a ten-year purchase agreement with <br />MET that allows the City to purchase significantly more MET water, should the need arise. <br />This agreement is further discussed is Section 6.2 Additionally, GWRS supplies are included as part of <br />groundwater pumping numbers. <br />The following subsections provide a detailed discussion of the City’s water sources as well as the future <br />water supply portfolio for the next 25 years.
