INTRODUCTION AND BAC KGRO UN <br />The City cf Santa Ana Public Works Agency - Wator Resources Division over e5 -and maintains <br />the daily operatipns of the Wager System and Sanitary Sower Sys#am_ The ity's Water !System <br />has an avera0e day demand of aboul 30 million gallons (MG) with 45,000 services_ It is <br />comprised of approxirnateiy 478 mifes of water main_ 45 MG of storage at five (5) sites, sever <br />(T) M D oonnectionS, 27 groundwater wells, seven (7) pump stations, four �4) pressure <br />riagulating stations and utilizes two (2) pressure gorses. <br />The purpose of this Request for proposals (;RFP) is to soa i c it on-ca tl consulting a n d <br />engineering design services for per- and po I yfl u oroal kyl substances (PFAS) treatment <br />facilities from qualified engineering firms- Tho City is currenlly,t using Ion ExrhaNe (IX) <br />pressu re visit Veatment and wi Il employ thi s met hod of advanced water treatment for PFAS at <br />future sites impacted by the cansliWent of -conc:em. <br />B. CONSULTANT RESPONSIBILITIES <br />The Consultant shall provide all labor, materials, services. and cqu ipm-ant n ecea&ary fqr the <br />serwiees described herein- The Consultant shall possess all Federal, State and Local perrnils, <br />Wonses, and approvals necess.a ry to p rovide ge rsefVices Mqul red i ri the Scope of Work. <br />The Consultant chu:sun to provide the e%ineering desi0n services for (tie PFAS IX treatmQnt <br />Faci line 5 rnu st de mon strale farnil iarity, knowled ge- and experie nce i n PFA $ matters. In additicEn, <br />the Consuftant shall tale into acmu nt current and potenha I fcrture regulation of errnerging <br />contaminants identified through the Envimnmental Protection Agency's t.lrirequleked Contarnirrant <br />Monitoring Rufe (UCMR), the Department -of Drinking Water VIcnitoring Ordem, ard any additional <br />regulations by the Oalifcmia $tale Water ReSources Control Board and the EPA, <br />C_ SCOPE OF SERVICES <br />The City is seeking qualified Consultants to provide engineering and consultrng services fur PEAS <br />Treatment System Ossigns at various potable ground water -sites. The Consultant shall be capable <br />of providing all tasks listed in the scope of;aeries. <br />1- PLANNING STUDY AND CONSULTING SERVICES <br />The Consultant shall perform a Planning Sludy for the City in wwhrrih the number of work <br />impacted by PFAS, Iheir location, and areas -available for a Ireatment F-ystem(s) and truck <br />access would be examined. The Planning Sty. y would determine how the treatment system(s) <br />mould be integrated into the OiIVs existing operalions. determine if a cemraliz d treatment plant <br />is fans-ible for combinirg wells, provide all,ernafive design options, assess the potential for <br />blending, provide initial support for permitting and develop capital costs associated with <br />potential' Wad aoquisitian, permitting, pipeline connecGons and system integration.
