He <br />has extensive civil design and project management experience across a vast array of <br />disciplines including water and wastewater treatment, underground utilities, site grading <br />and drainage, Stormwater compliance and structural BMP design, industrial wastewater <br />1 By supplementing his engineering expertise with his comprehensive knowledge of <br />surveying and construction management, he is able to manage projects from conception, <br />through design and permitting, to completion of construction. His utility design experience includes design for grease <br />waste, sanitary sewer, storm drain, water, gas, electric, fiber-optic, and communications utilities. <br />Will holds a Bachelor of Science in Civil Engineering from Loyola Marymount University. He is a registered <br />professional engineer in CA, MD, and 16 other states. He is a California Qualified SWPPP Developer (QSD) and a <br />Qualified Industrial Stormwater Practitioner (QISP). Will is a member of the American Society of Civil Engineers <br />(ASCE), National Society of Professional Engineers (NSPE), an executive member of the Loyola Marymount University <br />Council for Industry Partnerships, and maintains an OSHA 40-Hour HAZWOPER certification. <br />EXPERIENCE <br />Owner's PFAS Representative I City of Santa Ana I Orange County, CA <br />• Providing ongoing expert consulting services related to groundwater PFAS contamination in the Orange County <br />groundwater aquifer. <br />• Peer review of PFAS treatment system (wellhead and centralized) Preliminary Design Reports (PDRs), design scopes of work, <br />construction documents, and specifications. <br />• Training seminars for City engineers, operators, and maintenance staff. <br />• Distribution system planning before, during, and after treatment system buildout. <br />• Well 40 treatment system inspection and drainage revisions. <br />Industrial Wastewater PFAS Characterization Sampling I Confidential Industrial Client I Nationwide <br />• Industrial wastewater sampling at three facilities in different states throughout the nation to characterize PFAS and other <br />water quality issues to inform the design of treatment systems. <br />• Targeted samples at various locations within the waste stream to identify opportunities for source reduction and blending <br />to reduce PFAS treatment costs. <br />PFAS Local Limit Review and Negotiations I Confidential Industrial Client I Michigan <br />• Providing third party technical review of the first proposed PFAS local limit in the nation. <br />• Engaging with the POTW to ensure the proposed limit is technically based and does not over -burden local industries. <br />Water System Optimization Review I Agua Caliente Band of Cahuilla Indians I Palm Springs, CA <br />• Performed a comprehensive audit of an aging water delivery and irrigation system for the Agua Caliente Band of Cahuilla <br />Indians. <br />• Bathymetric survey of a 1-acre surface reservoir utilizing a USV survey vessel to enhance evaporative and infiltrative loss <br />calculations. <br />• Develop water balance of extensive water delivery and irrigation system to identify major water losses. <br />• Recommend CIP with planning level cost estimates to upgrade infrastructure to mitigate water losses and enhance water <br />conservation measures. <br />
