UNDERSTANDING OF NEED <br />PROJECT <br />UNDERSTANDING <br />Our Principal Project Manager/ <br />Grant Writing Manager, Greg <br />Jaquez, PE, is intimately familiar <br />with the water resources policies <br />and practices in California. Greg’s <br />in-depth knowledge comes from <br />having served in high-level staff <br />positions in Los Angeles County <br />where he developed expert- <br />level understanding of state and <br />regional water policy. This also <br />includes extensive participation <br />in and interaction with Integrated <br />Water Management (IRWM) <br />regions around the state, including <br />the Santa Ana River Watershed <br />IRWM Regional Water Management <br />Group administered by the Santa <br />Ana Watershed Project Authority <br />(SAWPA). This kind of familiarity <br />provides the foundational basis <br />for understanding the mission, <br />ongoing needs, and future of the <br />City of Santa Ana (City). <br />The City has a complex portfolio <br />of water supply sources including <br />groundwater, imported water, and recycled <br />water with imported water supplied by <br />the Metropolitan Water District of Southern <br />California (Metropolitan) and recycled <br />water supplied by Orange County Water <br />District. The City’s Metropolitan membership <br />also affords the City with access to funding <br />programs provided by Metropolitan. The City’s <br />groundwater resources are drawn from the <br />Orange County Basin. Santa Ana is the second <br />most populated city in Orange County with a <br />total population over 330,000 with over 45,000 <br />water service connections, 510 miles of water <br />mains, and 450 miles of sewer mains. <br />Further understanding of the City’s water <br />resources background is based on its own <br />policy documents including, but not limited to: <br />• Water Master Plan <br />• 2020 Urban Water Management Plan <br />• Capital Improvement Program <br />• Sewer Master Plan <br />• City of Santa Ana Hazard Mitigation Plan <br />• City of Santa Ana Climate Action Plan <br />• State Water Resources Control Board <br />(SWRCB) Emergency Water Conservation <br />Regulation <br />• City General Plan <br />Section 1.
