Section C. Understanding of Need <br />Exhibit 1. Project Location/Scope <br />Butler Engineering, Inc understands (hat the City of Santa Ana <br />is seeking a professional consultant to perform construction <br />engineering and management services for the Well 32 <br />Rehabilitation Improvements Project The consultant will work as <br />an extension of the City's staff through all phases of the project <br />from pre -construction through closeout and commissioning to <br />ensure the work is completed in accordance with the contract <br />documents. <br />Due to its elevated nitrate levels, the City is planning to perform <br />a major well rehabilitation project at Well 32. The rehabilitation <br />will include new well equipment, new building, new chlorination <br />facilities, and a new pipe to take the well water to John Garthe <br />Reservoir to be blended with low nitrate groundwater. The <br />estimated construction cost is approximately $13 million The <br />City's anticipated construction start date is Summer 2022 with a <br />duration of 16 months, <br />Rehabilitation of the existing Well 32, which is located at <br />Morrison Park, includes construction at the following locations: <br />1. Morrison Park <br />• Demolition of the existing <br />underground well vault, valves, <br />piping and facilities, <br />• Raising the well <br />pump structure to <br />grade, including associated <br />well casing, column and is <br />appurtenances, <br />New above ground well building with a pump and electrical <br />room, including well pump/motor, well discharge and well to <br />waste valves and piping, <br />• Yard piping, site improvements, irrigation and landscaping <br />improvements <br />• Repair and resurfacing of the basketball/ tennis courts. <br />• Replacement of the tennis court fence enclosure. <br />• Replacement ofthe court lighting and corresponding <br />electrical facilities <br />City of Santa Ana, Public Works Agency <br />Well 32 Rehebdilelian Imp—menls Conshu 1m Menegemenl end /nspechon Services <br />2. City Street Rights -of -Way <br />• 12-inch well discharge piping, with <br />parallel fiber optic facilities, will be <br />constructed from the well site at <br />Morrison Park to the John Garthe <br />Reservoir site <br />• The alignment is approximately <br />3,700 LF and includes removal/ <br />replacement of an existing pipe <br />within an existing bridge cell for 100 LF. <br />• Supports, thrust restraints, and attachments <br />to the bridge as well as the necessary pipeline <br />appurtenances, pavement replacement and necessary <br />traffic control <br />3. John Garthe Reservoir <br />Construction of a chemical <br />building/reslroom facility and <br />associated on -site piping, <br />including pressure control and <br />chemical injection vaults I* <br />• Chemical building will house the <br />sodium hypochlorite generation <br />equipment.
