Eldridge <br />16 Rerilage <br />23 Morrlwn <br />32 SanliagoDayUi-ip <br />39 Saddleback View <br />FUTURE PARKS NEEDS AND FEE <br />LEVELS <br />While a development impact fee is only one <br />of the financing tools typically used to fund <br />parks and recreation capital improvements, <br />it is often a critical funding source and <br />the most frequently used mechanism for <br />ensuring new development contributes <br />funding proportional to its needs/ demands <br />and associated improvement costs. <br />To explore the ways in which the current fee <br />program would contribute to covering the <br />$551.4 million in capital costs identified for <br />planned, proposed, and expanded parks, <br />EPS considered the potential of the current <br />fee levels on a citywide basis (not on a <br />district -level) to fund these projects. A formal <br />Nexus Study as prescribed by the State's <br />Mitigation Fee Act (AB 1600) is needed to <br />precisely determine the potential updated <br />parks and recreation fee levels. <br />Projected Fee Collection <br />EPS calculated a planning -level estimate of <br />the potential Citywide fee collection based on <br />the existing fee levels and population growth <br />projections. As shown in Table 8-5, the City is <br />projected to add approximately 28,000 new <br />residents through 2030 — an 8.3% increase <br />over the current population.
