Property Maintenance <br />Standards <br />Evaluate the appropriateness of the new <br />Healthy Housing Standards for applicability <br />to Santa Ana Municipal Codes. Incorporate <br />relevant portions into the Municipal Codes <br />to assist City staff in inspecting and <br />enforcing city codes. Coordinate with <br />Orange County Health Department on how <br />to collaborate on efforts as authorized by <br />Senate Bill 488, including training <br />opportunities for City staff. Research <br />industry best practices (i.e. Rent Escrow <br />Account Programs) to identify Code <br />Enforcement tools to remedy and expedite <br />compliance with property violations. <br />Prepare an annual report for City Council <br />summarizing PREP Program activities and <br />accomplishments. Coordinate PREP <br />Program inspections and City Housing <br />Rehabilitation Loan Program to facilitate <br />health and safety improvements. <br />2014-2015 The City continues to apply Healthy Housing Standards along with other codes to <br />promote safe and healthy homes in the community and ensure good property <br />maintenance continues. Enforcement tools to expedite and remedy violations include <br />Administrative Citations, Notices of Violation, and Notice and Orders. In 2021, the City’s <br />Code Enforcement Division continued to use Administrative Citations best practices as a <br />tool to expedite and remedy violations. Code Enforcement continues its collaboration <br />with the City Attorney’s Office and the Santa Ana Police Department to address severe <br />land use violations such as illegal casinos and cannabis business in residential <br />properties. Severe substandard properties that required special attention were handled <br />through the Code Enforcement Receivership Program, with assistance from the City <br />Attorney’s Office. This program facilitates enforcement through the court system to <br />ensures violations are abated and community concerns are mitigated. The City continues <br />to inform property owners of the City Loan Program when corrective notices are issued. <br />Information on the City Housing Loan Program is made available to property owners by <br />Code Enforcement and Housing staff. In addition, with the City’s update of the municipal <br />code regarding property maintenance of vacant properties, Code Enforcement initiated a <br />proactive effort to ensure all vacant properties were properly maintained and secured in <br />an effort to avert any negative impacts to the neighborhoods.
