He has 27 years of experience in <br />transportation planning and has managed and participated in a wide variety <br />of transportation studies including travel demand forecasting studies, travel <br />surveys, traffic impact studies, parking studies, and corridor studies. Mr. <br />Devlin is an experienced travel demand forecaster having developed and <br />worked on over twenty different traffic models throughout the world. He is <br />proficient in several modeling packages including TransCAD, Cube and <br />emme2 and in the use of microsimulation packages. He has developed <br />model outputs to support the economic, financial and environmental <br />analysis of major highway, transit and aviation projects. Mr. Devlin is also <br />proficient in the use of Geographic Information Systems (GIS) for problem - <br />solving, analysis, and presentation of results. He has designed and run GIS <br />training courses specifically for Transportation Planners, including the design <br />and coding of GIS utilities and scripts. Mr. Devlin has also performed several <br />large-scale transportation surveys from the survey design stage, through <br />implementation, data cleaning, database population, and reporting. <br />' Chris enjoys mountain biking in the Santa Ana Mountains <br />• and other scenic areas. <br />Project Experience <br />1-215 Traffic Study to Support the French Valley Parkway — Temecula, CA <br />Mr. Devlin was project manager for a series of traffic forecasts for the <br />Environmental Assessment of Phase II of the French Valley Parkway project <br />in Riverside County using the 2016 SCAG RTP Model. This Collector - <br />Distributor Road project will improve traffic operations on 1-15 at the 1-15/1- <br />215 junction. Localized enhancements were made to the SCAG highway <br />network to include more detail. Traffic counts including side -fire radar <br />counts to identify truck percentages were obtained. Model volumes for <br />Traffic Asset Management <br />freeway mainline, ramp and connectors as well as adjacent intersections <br />were post -processed using traffic counts. The resultant forecasts provided <br />Systems <br />the input to the operations analysis. Vehicle Miles Travelled (VMT) data for <br />air quality and noise analysis was developed .The project began in January <br />AFFILIATIONS <br />2017 and completed in March 2018. <br />Institute of Transportation <br />Engineers (ITE) <br />Irvine On -Call Traffic Modeling and Transportation Analysis — Irvine, CA <br />Orange County Traffic <br />Mr. Devlin provided modeling support for the City's traffic model (ITAM) for <br />Engineering Counsel (OCTEC) <br />performing various upgrades to the City's modeling process including links <br />with OCTA's travel model (OCTAM) and developed GIS outputs. He also <br />provided the City with transportation planning support for a series of major <br />traffic studies. The support was performed between January 2014 and June <br />2016. <br />Ventura County Travel Model (VCTM) Update, Ventura County <br />Transportation Commission (VCTC) — Ventura County, CA <br />Mr. Devlin has provided technical support for the model development <br />process and its applications. Iteris is utilizing the SCAG 2016 RTP model and <br />subarea modeling tool for use in the development of a subarea model <br />specifically designed to meet the needs of Ventura County. <br />
