This issue is highly complex and requires a short-term, <br />specific discussion through an ad hoc committee. To move forward in the most efficient <br />manner, staff is requesting that the City Council establish the aforementioned ad hoc <br />committees in compliance with the Ralph M. Brown Act. In establishing ad hoc <br />committees, the City Council must articulate the specific task or objective that the ad hoc <br />committee is expected to complete or perform and further requires the City Council to <br />establish a time frame for the completion of that task or objective. If established as <br />requested, the proposed ad hoc committees will each meet to carry out a specific purpose <br />and for a limited duration of time. Specifically, the Charter Review Ad Hoc Committee will <br />be responsible for engaging in the following: <br />Composed solely of three members of the City Council, appointed by the Mayor <br />Serves in an advisory capacity to the City Council <br />Studies, reviews, and/or discusses the following topics: <br />o Guide staff to research and analyze proposals to amend the City Charter. <br />o Help coordinate community members, staff, and the City Council's ideas <br />with regard to potential Charter amendments. <br />o Formulate specific language for proposed Charter amendments in a form <br />appropriate for placement on the ballot. <br />o Prepare and submit proposed ballot arguments in favor of or against <br />proposed Charter amendments. <br />Reports in intervals as needed <br />Automatically dissolves upon the report to the full City Council <br />To ensure progress, the ad hoc committee should report to the City Council in three <br />months and again in six months, with the expectation that a final set of recommendations <br />will be made prior to the submission of the ballot initiative deadlines for the 2022 general <br />election. <br />The Charter Review Ad Hoc Committee may be established by the Mayor at his <br />discretion. <br />City Council Standing Subcommittees <br />At this time, there is only one City Council standing subcommittee: the School <br />Collaboration City Council Standing Subcommittee. Councilmembers Mendoza, <br />Hernandez, and Lopez serve on this standing subcommittee. The purpose of the School
