CITY OF SANTA ANA <br />DROUGHT ACTION PLAN <br />Deepening drought conditions in California called for Governor Brown to issue an executive order earlier <br />this year to reduce statewide water use by 25 percent from 2013 levels. The State Water Resources Control <br />Board followed the executive order with expanded emergency regulations to safeguard the state's remaining <br />water supplies. The City of Santa Ana has been under a Phase 2 Water Supply Shortage Emergency <br />since the City Council's approval of Resolution No. 2015-025 (June 2, 2015). By this resolution, the City <br />Council declared that a water shortage exists throughout the area served by the City of Santa Ana Water <br />Resources Division and ordered that water customers must reduce their monthly total potable water <br />consumption by 12%, using 2013 as the base year. The Phase 2 Water Supply Shortage Resolution <br />implements additional regulations and restrictions on the delivery of the water and the consumption within <br />the City of water supplied for public use with the goal of conserving water supply for the greatest public <br />benefit with particular regard to domestic use, sanitation, and fire protection. <br />The City of Santa Ana Water Resources Division has prepared the following Drought Action to assist in <br />the meeting of the state's mandatory 12% reduction in water use. The following recommended Drought <br />Action Plan summarizes: the reason for the state's mandatory reduction in water use; the permanent water <br />conservation requirements found in Section 39-106 of the Santa Ana Municipal Code; the mandatory water <br />requirements that apply during a declared Phase 2 Water Supply Shortage; and the additional short term <br />and long term City action items being recommended to be implemented by the City of Santa Ana. <br />11] :Z11111" ;1 WTI Y [G � ."Q <br />Due to the following, the City of Santa Ana has established a Drought Action Plan to meet the state's <br />mandatory 12% reduction in water use: <br />A. The State of California is in its fourth year of severe drought conditions. <br />B. On April 1, 2015, Governor Jerry Brown issued an executive order to cities and towns across <br />California to cut water use by 25% as part of a sweeping set of mandatory drought restrictions, the <br />first in state history. <br />C. On April 1, 2015, State water officials measured the lowest April 1 snowpack in more than 60 years <br />of record -keeping in the Sierra Nevada. <br />D. On April 14, 2015, the Governing Board of the Metropolitan Water District ("MWD") took action <br />to reduce water deliveries to its member agencies, including the City of Santa Ana, effective July <br />1, 2015. <br />E. Because of the action taken by the MWD, beginning July 1, 2015, the City's water deliveries will <br />be reduced by 15%. <br />F.
