Generation of Solar Power at Garthe and West Pump Station Facilities Project <br />Bureau of Reclamation Water Energy and Efficiency Grant FY2022 <br />SECTION 6: OFFICIAL RESOLUTION <br />Below is the draft resolution that will be approved by the City Council on December 7t", 2021. <br />RESOLUTION NO. 2021-XXX <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA AUTHORIZING AN APPLICATION FOR GRANT <br />FUNDING BY THE BUREAU OF RECLAMATION'S <br />WATERSMART WATER ENERGY AND EFFICIENCY GRANT <br />PROGRAM FOR THE SOLAR POWER GENERATION AT <br />GARTHE AND WEST PUMP STATION FACILITIES <br />PROJECT <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. The City of Santa Ana (the City) currently purchases energy from Southern <br />California Edison to deliver potable water to its customers. <br />B. The City adopted a Climate Action Plan that provides guidelines and goals <br />for the City to reduce its carbon emissions by 35% in 2035 based on the 2008 carbon <br />emission baseline. <br />C. The City is in the planning stages of a Solar Power Generation at Garthe and <br />West Pump Station Facilities Project (the Project). The proposed Project involves, among <br />other things, installing photovoltaic modules on top of water storage tanks at the Garthe <br />and West Pump Station facilities and connecting the solar power to power the City's water <br />distribution system. <br />D. By installing solar power at the Garthe and West Pump Station Facilities, the <br />City will generate up to 1,316,942 kWh of renewable energy that offset's the City's <br />consumption of energy derived from fossil fuel combustion, reduce the City's greenhouse <br />gas emissions, and reduce the City's annual electricity bill. <br />E. The United States Department of the Interior offers financial assistance in the <br />form of grant funding through its Bureau of Reclamation's WaterSMART (Sustain and <br />Manage America's Resources for Tomorrow) Water Energy and Efficiency Grant Program <br />for this type of project. The program provides up to a maximum of $2,000,000 in grant <br />funding, but not to exceed 50% of the total project cost. <br />F. The City desires to fund part of the cost of the Project with grant funding from <br />the WaterSMART Water Energy and Efficiency Grant Program. <br />Section 2.
