STEPS / STAIRWAYS / RAILING <br />Minimum Standard Safe and structurally sound. <br />Rehabilitation Ext. steps, stairways and railing that do not meet the minimum <br /> standard shall be replaced. Practical, cost effective repairs are <br />acceptable as long as compliance with the minimum standard will be <br />achieved. <br />Finishes Zero or low VOC primers, paint and coatings. <br /> <br />FOUNDATIONS <br />Minimum Standard Safe and structurally sound. <br />Rehabilitation Foundations that do not meet the minimum standard shall be replaced. <br />Practical, cost effective repairs are acceptable as long as compliance <br />with the minimum standard will be achieved. <br /> If the project involves a gut rehab, raised foundations shall be <br /> completely insulated. <br />Concrete 2,000 PSI (minimum). <br /> <br />EXTERIOR WALLS / WALL COVERINGS <br />Minimum Standard Safe, structurally sound and watertight. <br />Rehabilitation Exterior walls that do not meet the minimum standard shall be replaced. <br />Practical, cost effective repairs are acceptable as long as compliance <br />with the minimum standard will be achieved. <br /> If the project involves a gut rehab, all exterior walls shall be insulated. <br /> <br />EXTERIOR DOORS <br />Minimum Standard Safe, sound, weather-tight and in good working order. <br />Rehabilitation Exterior doors that do not meet the minimum standard shall be replaced. <br />Practical, cost effective repairs are acceptable as long as compliance <br />with the minimum standard will be achieved. <br />New Doors EPA Energy Star qualified, zero or low VOC finish. <br />New Hardware Reputable manufacturer, lifetime finish. <br /> <br />GARAGE DOORS / GARAGE DOOR OPENERS <br />Minimum Standard Safe, sound and in good working order. Doors shall be impermeable <br />(primed and painted). <br /> Five or more years of practical utility. <br />Rehabilitation Garage doors and openers that do not meet the minimum standard shall <br />be replaced. Practical, cost effective repairs are acceptable as long as <br />compliance with the minimum standard will be achieved. <br /> <br />WINDOWS / WINDOW SCREENS <br />Minimum Standard Windows shall be safe, sound, weather-tight and in good working <br /> order. <br /> Windows that can be opened shall have a tight-fitting insect screen. <br /> Five or more years of practical utility. <br />Rehabilitation Windows that do not meet the minimum standard shall be replaced. <br />Practical, cost effective repairs are acceptable as long as compliance <br />with the minimum standard will be achieved. <br />EXHIBIT 1
