<br /> <br />Needs Assessment and Gap Analysis <br />Describe the size and demographic composition of qualifying populations within <br />the PJ’s boundaries: <br />Every two years, the Orange County CoC conducts a Point in Time count, to create a <br />census of unsheltered and sheltered individuals experiencing homelessness. From <br />2017 to 2019, the number of homeless residents in Orange County rose from 4,792 to <br />6,860 individuals. The share of sheltered individuals in Orange County rose by nearly <br />700 individuals and the share of unsheltered individuals rose by over 1,300 individuals. <br />According to the 2019 Point in Time count, there were 1,769 people experiencing <br />homelessness in Santa Ana in January 2019. Of these 1,769 people, 830 people were <br />experiencing unsheltered homelessness and 939 people were experiencing sheltered <br />homelessness. The demographic composition of the 1,769 people includes: <br /> <br /> Unsheltered Sheltered Total <br />Individuals 795 868 1,663 <br />Families 35 71 106 <br />Transitional Age <br />Youth 33 33 66 <br />Seniors 69 138 207 <br />Veterans 40 43 83 <br /> <br /> <br />The City of Santa Ana has the highest concentration of people experiencing <br />homelessness in Orange County with 26% of the homeless population in Orange <br />County in the City. Santa Ana is considered part of the Central Service Planning Area <br />(SPA) that has a total of 3,332 homeless individuals, most of these people being <br />unsheltered individuals. A growing segment of individual adults is an increasing share <br />of elderly adults and adult households who are becoming homeless. Adult only <br />households are most likely to be chronically homeless and are most likely to be <br />unsheltered and have a higher duration of days of experiencing homelessness. <br />Chronically homeless individuals continue to be a more challenging population to assist <br />and provide services and support in identifying potential housing solutions. Through the <br />deployment of Santa Ana’s Quality of Life teams, the City has had more success in <br />engaging these populations and supporting them to identify suitable long-term housing, <br />but more is needed. <br />The 2019 Point-in-Time Count is attached as Exhibit B. <br />Describe the unmet housing and service needs of qualifying populations, including <br />but not limited to: <br /> Sheltered and unsheltered homeless populations; <br /> Those currently housed populations at risk of homelessness; <br />EXHIBIT 2
