“Pot Luck”: Santa Ana’s Monopoly on Licensed Retail Adult-Use Cannabis in Orange County <br /> <br />2020-2021 Orange County Grand Jury Page 20 <br /> <br />GLOSSARY <br />Adult-Use Terminology used for “recreational” use to distinguish from “medicinal” <br />use. <br />BCC California Bureau of Cannabis Control <br />Cannabis Cannabis refers to a group of three plants with psychoactive properties, <br />known as cannabis sativa, cannabis indica, and cannabis ruderalis. <br />When the flowers of these plants are harvested and dried, it becomes one <br />of the most common drugs in the world. It is also referred to as weed, pot, <br />or marijuana. <br />Cannabis Public <br />Benefit Fund The fund created by ordinance NS-2959 for revenue received in <br />accordance with Measure Y. <br /> <br />Community <br />Benefits Program A voluntary, good-will program for dispensary owners and employees to <br />provide donations or volunteer hours to the City of Santa Ana. <br /> <br />DOJ United States Department of Justice <br />Dispensary A retail store or business that sells Cannabis products. <br />Medicinal Use specifically for medical purposes such as treating PTSD or for <br /> relieving nausea caused by chemotherapy. <br />OCGJ Orange County Grand Jury <br /> <br />PLAN Community Benefit and Sustainable Business Practices Plan <br /> <br />Regulatory Safety <br />Permit (RSP) A permit used by the City of Santa Ana pursuant to Chapter 40 of its <br />Municipal Code. <br /> <br />Unlicensed Also known as “illegal” or “black market.” Dispensaries not licensed or <br />legally authorized to sell Cannabis products to the public. <br /> <br />
