FREE RECORDING PURSUANT TO <br />GOVERNMENT CODE § 27383 <br />Resolution No. 2021-XXX <br />Page 1 of 4 <br /> <br /> <br />RESOLUTION NO. 2021-XXX <br /> <br />A RESOLUTION OF THE HISTORIC RESOURCES <br />COMMISSION OF THE CITY OF SANTA ANA APPROVING <br />HISTORIC RESOURCES COMMISSION APPLICATION <br />NO. 2021-13 TO PLACE THE PROPERTY LOCATED AT <br />2311 NORTH HELIOTROPE DRIVE, SANTA ANA, ON THE <br />HISTORICAL REGISTER AND APPROVING HISTORIC <br />REGISTER CATEGORIZATION NO. 2021-13 PLACING <br />SAID PROPERTY WITHIN THE CONTRIBUTIVE <br />CATEGORY <br /> <br />BE IT RESOLVED BY THE HISTORIC RESOURCES COMMISSION OF THE <br />CITY OF SANTA ANA AS FOLLOWS: <br /> <br />Section 1. The Historic Resources Commission of the City of Santa Ana <br />hereby finds, determines, and declares as follows: <br /> <br />A. On July 1, 2021, the Historic Resources Commission held a duly noticed <br />public hearing for the placement on the Santa Ana Register of Historical <br />Properties (Historic Resources Commission Application No. 2021-13) and <br />categorization (Historic Resources Commission Categorization No. 2021- <br />13) of the Ida C. Wiesseman House located at 2311 North Heliotrope <br />Drive, Santa Ana. <br />B. The Ida C. Wiesseman House has distinctive architectural features of the <br />Minimal Traditional style and was built in1948. <br />C. The Ida C. Wiesseman House qualifies for listing in the Santa Ana <br />Register under Criterion 1 for its exemplification of the Minimal Traditional <br />style as it developed from the FHA’s Principles for Planning Small Houses <br />(1940), specifically, that “all non-essential features can profitably be <br />eliminated.” An example of the gable-and-wing variant of the style, the <br />house exhibits details consistent with the Colonial Revival, including its <br />combination of red brick and wood lap siding; wood-framed and multi- <br />paned double-hung sash windows; open front porch whose canopy is <br />supported by a single slender post, and details such as frieze board and <br />window shutters. The house is also of interest because it was built by the <br />Allison Honer Co., a key firm in the development of Floral Park. The <br />recommended categorization is “Contributive” because it contributes to the <br />overall character and history of Floral Park and is representative example <br />of Minimal Traditional architecture. Character-defining features of the Ida <br />C. Wiesseman House that should be preserved include, but may not be <br />limited to: materials and finishes (red brick and wood lap siding); massing; <br />roof configuration and treatment; porch; brick chimney; fenestration <br />Historic Resources Commission 3 –5 7/1/2021
