Public Works Agency <br />www.santa-ana.org/pw <br />Item # 6 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />July 20, 2021 <br />TOPIC: Certification of Final Parcel Map 2018-139 <br />AGENDA TITLE <br />Receive and File Certification of Approval by City Engineer of Final Parcel Map 2018-139 <br />(2727 North MainPlace Drive) (Applicant and Owner: MainPlace Shoppingtown LLC) <br />RECOMMENDED ACTION <br />Receive and file certification of approval by City Engineer of final Parcel Map 2018-139. <br />DISCUSSION <br />In California, regulation and control of the division of real property is vested in the <br />legislative bodies of local agencies by the Subdivision Map Act. In the City of Santa Ana, <br />the regulations and processes are provided in Chapter 34 of the Santa Ana Municipal <br />Code (SAMC), which pursuant to Section 34-126 and 34-127, includes the approval of <br />routine tentative maps by either the Zoning Administrator or the Planning Commission, <br />as appropriate. When a tentative map application accompanies certain additional <br />development entitlements, staff seeks City Council approval of the tentative map and <br />those additional, associated entitlements. <br />Following approval of a tentative map by the approving body, the property subdivider <br />prepares and submits a final map or final maps to the City Engineer for approval. If each <br />final map is in the correct form, prescribed by the Subdivision Map Act and Chapter 34 of <br />the SAMC, and all conditions set forth in the tentative map are met, the final map shall be <br />approved by the City Engineer. <br />On June 4, 2019, the City Council approved several entitlements, including a tentative <br />map (Exhibit 1), to facilitate a phased mixed-use development master plan at MainPlace <br />Mall, located at 2800 North Main Street. The approved tentative parcel map allows <br />subdivision of the project site into 10 parcels within the Specific Plan area to be developed <br />individually. <br />Section 66456.1 of the Subdivision Map Act allows multiple final maps to be filed for an <br />approved tentative map. Multiple final maps are appropriate for phased developments <br />such as the buildout of MainPlace Transformation and Expansion Project Specific Plan.
