Kleinfelder Statement of Qualifications for On -Call Material Testing and Special Inspection Services <br />for City of Santa Ana, RFP No. 20-111 <br />Kleinfelder is capable of developing asphalt concrete mix designs for leveling course, asphalt base <br />course, surface course, and wearing course, including rubberized asphalt concrete mixes. <br />Kleinfelder can prepare and develop these mix designs in-house, utilizing the appropriate test <br />methods and samples of aggregate and binder from local asphalt suppliers. In addition, we can <br />develop mix designs for concrete pavement, full depth reclamation sections, and cement treated <br />base materials. <br />Task 5: Material Testing & Inspection Services <br />We understand and are well -versed in the City's requirements for timeliness and efficiency in <br />performing work, scheduling, and reporting results. Once notified with a time and location where our <br />technician/inspector will be required, our centralized Kleinfelder dispatch team will schedule the <br />appropriate certified technician/inspector for assignment. The technician/inspector will become <br />intimately familiar with the project documents and will maintain daily records of inspection and testing <br />which will document records of time and work performed. <br />Our field staff will review safety protocols and safe work practices for each activity. They are <br />equipped with appropriate personal protective equipment (PPE) for services they will provide, which <br />include reflective safety vests, steel -toed boots, hard hats, gloves, and eye protection. They will <br />participate in daily safety tailgate meetings prior to the start of work. They will contact our office for <br />additional staffing and equipment, as necessary, based on communication with the City's onsite <br />representative and the project engineer. <br />Daily reports and test results will be provided to the project engineer and City onsite representative <br />for review and signature and delivered to Kleinfelder's Project Manager/Principal Agent at least on a <br />weekly basis, or daily when time -critical items are identified for immediate resolution. Reports and <br />test results may be transmitted electronically to the project engineer and requested City team <br />members. The technician/inspector will maintain a list of non-compliance issues and track resolution <br />of these items. In addition, they will document and track re -inspection and re -testing so the City may <br />back -charge the contractor for these additional costs, if desired. <br />In addition to required inspection, testing, <br />and sampling equipment, inspectors are <br />equipped with smartphones, iPads or <br />laptops with software including Microsoft <br />Office (Word, Excel, and Outlook), <br />Bluebeam Revu and Acrobat Reader for pdf <br />files, and our FieldNet reporting software. <br />• Better access to higher quality, consistent field data <br />• Improved turn -around time and communication <br />• Reduced risk of lost or compromised data <br />• Reduced or eliminated manual re-entry of data <br />• Efficient workflows from field to office <br />• Automatically generated deliverables <br />Kleinfelder inspectors utilize our proprietary •Integration with GIS, LIMS, Deltek®, ZI I EQuIST"" <br />p p p ry Enhanced photographic documentation <br />field reporting software, FieldNet, which Works without an internet connection <br />enables our staff to collect data, prepare Enhanced GPS accuracy when required <br />deliverables, effortlessly upload information Custom forms can be developed by request <br />to data management systems, and <br />automatically generate reports using tablets in the field. FieldNet improves reporting turnaround <br />time and offers high data quality on projects. <br />Task 6: Laboratory Testing <br />Samples of construction materials will be picked up and transported to our laboratory for testing and <br />analysis by certified laboratory technicians. The laboratory manager reviews the data and distributes <br />a typed test results report indicating whether the material did or did not meet the requirements of the <br />project specifications. A registered engineer will review the laboratory reports and certify the test <br />results prior to distributing them to the City's authorized representatives.
