jmf 5/15/21 <br />Resolution No. 2021-XXX <br />Page 1 of 3 <br />RESOLUTION NO. 2021-XXX <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA <br />ANA AMENDING THE 2015 URBAN WATER MANAGEMENT <br />PLAN FOR THE CITY OF SANTA ANA <br />WHEREAS, Sections 10610 through 10657 of the California Water Code, known <br />as the Urban Water Management Planning Act, require that every urban water supplier <br />providing water for municipal purposes either directly or indirectly to more than 3,000 <br />customers or supplying more than 3,000 acre-feet of water annually, prepare an Urban <br />Water Management Plan (“UWMP”) at least once every five years; and <br />WHEREAS, these plans support suppliers’ long-term resource planning to ensure <br />that adequate water supplies are available to meet existing and future water needs; and <br />WHEREAS, each UWMP must be adopted by the supplier’s governing body and <br />submitted to the California Department of Water Resources; and <br />WHEREAS, the City of Santa Ana is an urban water supplier subject to this <br />requirement; and <br />WHEREAS, on June 7, 2016, by Resolution No. 2106-040, the City Council <br />approved the City’s 2015 UWMP; and <br />WHEREAS, the City’s 2015 UWMP did not include information regarding Delta <br />Plan Policy WR P1, Reduce Reliance on the Delta Through Improved Regional Water <br />Self-Reliance; and <br />WHEREAS, Delta Plan Policy WR P1 is one of fourteen regulatory policies in the <br />Delta Plan, which is a comprehensive, long-term, legally enforceable plan guiding how <br />federal, state, and local agencies manage the Delta’s water and environmental resources, <br />and identifies UWMPs as the tool to demonstrate consistency with state policy to reduce <br />reliance on the Delta for suppliers that anticipate receiving water supply benefits from the <br />Delta; and <br />WHEREAS, it is recommended by the California Department of Water Resources <br />2020 Urban Water Management Plan Guidebook that urban water suppliers prepare and <br />submit this information as an appendix or other attachment to their UWMPs; and <br />WHEREAS, the City therefore desires to amend its 2015 UWMP to include <br />Appendix J, entitled “Reduced Delta Reliance Reporting”; and <br />WHEREAS, the City has given the legally required notices for the Amended 2015 <br />UWMP and conducted a public hearing on June 1, 2021 to consider the approval of the <br />Amended 2015 UWMP. <br />EXHIBIT 6
