Based on state laws and local ordinances that govern the direct assessment <br />agencies, the successful Proposer will analyze the methodologies employed by <br />various taxing agencies to collect data related to imposing direct assessments to <br />ensure that they are correct and to assist the City in limiting its future direct <br />assessment charges to the minimum allowable. <br />* [Note: Supplemental Secured Property Tax Services are severable from other Secured <br />and Unsecured Property Tax Revenue Auditing, Recovery, Reporting, Analysis, and <br />Legislative/State Agency Liaison and Implementation Monitoring Services and may be <br />proposed and bid as a separate stand-alone item.] <br />D. Geographically Based Revenue Information Application — Additional <br />Requirements <br />1. Provide combined geographically based (GEO/GIS) revenue information application to <br />include: <br />00 Secured and Unsecured Property Tax <br />00 Documentary Stamp Tax (Property Transfer Tax) <br />2. Aggregated by City of Santa Ana assessor's parcel number (APN)/situs address. <br />3. Permitting authorized City staff to search, query, filter/sort and export all above <br />identified tax data (in common data formats; e.g. Access, Excel, etc.) for staff <br />presentation and analysis based on assessor's parcel number (APN), situs address, <br />primary and secondary owners' names, use type, tax assessment rate, business name, <br />business license number, and CDTFA permit (full). Application must incorporate pre- <br />existing specified GEO/GIS coded areas and support modification to as well as addition <br />of GEO/GIS areas. <br />E. Term of Contract <br />The services described herein shall be provided for a three (3) year period, from January 1, <br />2021 to December 31, 2023, with an option exercisable by the City for two (2) one year <br />extensions unless either party provides written notice of its intention not to renew ninety <br />(90) days prior to the end of the then current term.
