3.4.3 Level of Service Criteria <br />According to the Cities of Santa Ana and Tustin, LOS D is the minimum acceptable condition that <br />should be maintained during the peak commute hours. However, the City of Santa Ana has defined <br />exceptions to this criterion at specific locations within the study area. The City of Santa Ana has <br />defined major development areas where LOS "E" is considered acceptable. <br />Based on the above, the following summarizes the LOS required for each key study intersection: <br />➢ LOS "D" Requirements: <br />1. Elk Lane at First Street <br />2. I-5 SB On -Ramp at First Street <br />5. Tustin Avenue at First Street <br />6. Yorba Street at First Street <br />7. I-5 SB On-Ramp/Mabury Street at 4th Street <br />8. I-5 NB Ramps at 41 Street <br />13. SR-55 SB Ramps at 4' Street <br />14. SR-55 NB Ramps at 4' Street <br />➢ LOS "E" Requirements: <br />3. Cabrillo Park Drive at First Street <br />4. Golden Circle Drive at First Street <br />9. Cabrillo Park Drive at 41h Street <br />10. Golden Circle Drive at 4' Street <br />11. Park Center Drive at 4th Street <br />3.5 Existing Level of Service Results <br />15. Yorba Street at 4th Street <br />18. Cabrillo Park Drive at 171 Street <br />19. Cabrillo Park Drive at Wellington Avenue <br />21. Mabury Street at Fruit Street <br />22. Cabrillo Park Drive at Fruit Street <br />23. Park Center Drive at Fruit Street <br />25. Tustin Avenue at Fruit Street <br />Table 3-3 summarizes the existing peak hour service level calculations for the twenty-five (25) key <br />study intersections based on existing traffic volumes and current street geometrics. Review of Table <br />3-3 indicates that twenty-four (24) of the twenty-five key study intersections currently operate at an <br />acceptable level of service during the AM and PM peak hours. The intersection of SR-55 SB <br />Ramps/4th Street currently operates at unacceptable LOS E during the AM peak hour. <br />Appendix D presents the ICU/LOS and HCM/LOS calculation worksheets for the twenty-five (25) <br />key study intersections for the AM peak hour and PM peak hour. <br />
