Hall, City Clerk <br />20 Civic Centre Plaza <br />Santa Ana, CA 92702 <br />Comment@santa-ana.org <br />Jhall@santa-ana.org <br />Re: Response to SAFER Comment Letter dated October 2, 2023 re The Cabrillo Town Center <br />Project (Site Plan Review No. 2023-01 and Tentative Tract Map No. 2023-03) <br />Dear Mayor Amezcua and Honorable City Council Members: <br />We represent Fairfield Realty, LLC in conjunction with its proposal to construct a new mixed -use <br />development ("Project") at 1901 and 1971 East Fourth Street and 515 and 525 North Cabrillo Park Drive <br />("Site") in the City of Santa Ana ("City"). Supporters Alliance for Environmental Responsibility ("SAFER") <br />submitted a letter dated October 2, 2023 ("SAFER Letter") regarding the Project's compliance with the <br />California Environmental Quality Act ("CEQA"). The SAFER Letter specifically alleges that an <br />Environmental Impact Report ("EIR") is required to analyze and mitigate the Project's potentially <br />significant impacts associated with indoor air quality, and recommends mitigation related to indoor air <br />quality. <br />Responses to the SAFER Letter have been prepared by CAJA Environmental Services, LLC. See <br />Exhibit A. As discussed therein, the Project would comply with all applicable regulations designed to <br />address indoor air quality and potential toxic materials, including but not limited to the California Green <br />Building Standards Code ("CALGreen")1, which addresses chemical emissions from indoor building <br />materials installed in new buildings, and CARB's Airborne Toxic Control Measure to Reduce <br />Formaldehyde Emissions from Composite Wood Products, which applies to composite wood products <br />sold and supplied in California.Z These measures assure that all building materials and furnishings <br />manufactured, distributed, imported and used in new construction in California meet the maximum <br />allowable concentrations that assure healthful indoor air quality.
