meeting unrestricted use criteria established by a regulatory authority, without subjecting the property <br />in question to any required controls (for example, property use restrictions, activity and use limitations, <br />institutional controls, or engineering controls). <br />Petroleum Exclusion — While the definition of a CERCLA hazardous substance specifically excludes <br />petroleum products and crude oil, the EPA has determined that the petroleum exclusion applies to <br />petroleum products such as gasoline and other fuels containing lead, benzene or other hazardous <br />substances that are normally added during the refining process. Notwithstanding the existence of the <br />petroleum exclusion, petroleum products are included within the scope of the ASTM E 1527 practice <br />for multiple reasons.
