Mitigation Measures <br />MM-OZ 4.13-2 The project shall implement energy conservation measures (such as energy - <br />efficient lighting and micro -processor -controlled HVAC equipment) to reduce <br />the demand for electricity and natural gas. The energy conservation measures <br />shall be subject to modification as new technologies are developed or if current <br />technology becomes obsolete through replacement. <br />4.6.2 Does the Project propose changes that would result in new significant impacts or <br />substantial increase in the severity of significant impacts that will require major revisions <br />of the Certified EIR? <br />Wasteful, Inefficient, or Unnecessary Consumption of Energy/Conflict with or Obstruct <br />Plan for Renewable Energy or Energy Efficiency <br />The Project includes the demolition and removal of all existing improvements from the Project <br />Site and development of the site with a mixed -use development including up to 507 residential <br />dwelling units, approximately 26,800 square feet of commercial uses, and associated parking, <br />utility infrastructure, landscaping, and open space, all of which is allowed under the Overlay Zone, <br />and is consistent with the Overlay Zone standards. The Project does not include any development <br />that would extend beyond the building envelope considered in the Certified EIR, and no changes <br />are proposed to the Overlay Zone to accommodate the Project. Therefore, the Project's energy <br />consumption has been accounted for in the Certified EIR. <br />The Certified EIR concluded that implementation of the Overlay Zone could increase the demand <br />for electricity and gas. However, the Project would implement Mitigation Measure MM-OZ 4.13- <br />2 from the Certified EIR, requiring energy conservation measures. Further, the Project will comply <br />with CalGreen and Title 24 energy efficiency standards and requirements and other state and <br />local regulations that reduce the Project's energy use. The current 2022 CalGreen requirements <br />impose greater sustainability requirements and green features, including solar and electric vehicle <br />mandates than were in place at the time the City adopted the Certified EIR in 2006.Thus, the <br />Project would not result in any new or increased significant impacts related to energy beyond <br />impacts already identified in the Certified EIR. <br />Mitigation Measures <br />The Project would implement Mitigation Measure MM-OZ 4.13-2 from the Certified EIR. <br />4.6.3 Any substantial changes in circumstances involving new significant impacts or <br />substantial increase in the severity of significant impacts that will require major revisions <br />of the Certified EIR? <br />No substantial changes in the circumstances related to energy use and resources have occurred <br />since the certification of the Certified EIR that would result in new or more severe significant <br />environmental impacts. <br />Cabrillo Town Center City of Santa Ana <br />Technical Memorandum August 2023 <br />City Council 18 — 530 10/3/2023 <br />
