area. The Overlay Zone is located directly between two heavily traveled freeways (1-5 and SR- <br />55), which could emit hazardous amounts of diesel exhaust. Due to the proximity of the freeways <br />and the potential increase in residential uses as a result of project implementation, this could pose <br />a potentially significant impact. In order to ensure that existing conditions within the Overlay Zone <br />area do not pose a significant health threat to future uses, compliance with Mitigation Measure <br />MM-OZ 4.6-1 would be required. Implementation of Mitigation Measure MM-OZ 4.6-1 would <br />ensure that risks associated with diesel emissions from the nearby freeways would be thoroughly <br />evaluated prior to construction of residential uses. The health risk assessments would identify <br />any unacceptable risk and would provide recommendations to reduce the risk within acceptable <br />limits. Thus, development within the Overlay Zone would not pose an actual or potential <br />endangerment to future residents. Therefore, it was determined that this impact will be reduced <br />to a less than significant level. <br />Release of Hazardous Materials <br />The Certified EIR stated that the Overlay Zone would primarily result in urban infill and <br />redevelopment with mixed -uses within the Overlay Zone area, existing structures may need to be <br />demolished prior to the construction of new buildings. Demolition of existing structures could result <br />in exposure of construction personnel and the public to hazardous substances such as asbestos <br />or lead -based paints, depending on the age of the structure. In addition, the disturbance of soils <br />and the demolition of existing structures could result in the exposure of construction workers or <br />employees to health or safety risks if contaminated structures and/or soils are encountered during <br />construction. Exposure to contaminated structures or soil could occur from asbestos or lead in <br />older buildings, unknown contaminants that have not previously been identified, or existing <br />contamination present at locations identified in the site records search. <br />Exposure to hazardous materials during construction activities could occur through any of the <br />following: <br />• Direct dermal contact with hazardous materials <br />• Incidental ingestion of hazardous materials (usually due to improper hygiene, when <br />workers fail to wash their hands before eating, drinking, or smoking) <br />• Inhalation of airborne dust released from dried hazardous materials <br />While specific development projects are not associated with approval of the Overlay Zone it is <br />assumed that older buildings could be demolished as uses are redeveloped according to the <br />overlay zone. With that activity, construction workers and nearby workers and/or future residents <br />could potentially be exposed to airborne lead -based paint dust, asbestos fibers, and/or other <br />contaminants. In addition, there is the possibility that future development may also uncover <br />previously undiscovered soil contamination as well as result in the release of potential <br />contaminants that may be present in building materials (e.g., mold, lead, etc.).
