MM-OZ 4.6-4 For development of structures that exceed 200 feet in height above ground <br />level at a development site, Applicants shall file a Notice of Proposed <br />Construction or Alteration with the FAA (FAA Form 7460-1). Following the <br />FAA's nautical evaluation of the project, projects must comply with conditions <br />of approval imposed or recommended by the FAA. Subsequent to the FAA <br />MM-OZ 4.6-5 Prior to initiation of construction activities, any development within the Overlay <br />Zone shall have a completed traffic control plan, prepared by the developer, <br />that will be implemented during construction activities. This may include, but is <br />not limited to, the maintenance of at least one unobstructed lane in both <br />directions on surrounding roadways. At any time only a single lane is available, <br />the developer shall provide a temporary traffic signal, signal carriers (i.e., flag <br />persons), or other appropriate traffic controls to allow travel in both directions. <br />If construction activities require the complete closure of a roadway segment, <br />the developer shall provide appropriate signage indicating alternative routes. <br />MM-OZ 4.6-6 The City Planning Department shall consult with the Santa Ana Police <br />Department and the Santa Ana Fire Department to disclose temporary <br />closures and alternative travel routes in order to ensure adequate access for <br />emergency vehicles when construction of future projects would result in <br />temporary land or roadway closures. <br />MM-OZ 4.6-7 The Santa Ana Fire Department, in consultation with other applicable City <br />Departments (e.g., Police), shall update their Emergency Preparedness Plan <br />prior to occupancy of the first project developed under the Overlay Zone, to <br />address potential for accidental release of hazardous materials that may be <br />used, stored, and/or transported in association with operation of project <br />implementation. <br />4.9.2 Does the Project propose changes that would result in new significant impacts or <br />substantial increase in the severity of significant impacts that will require major revisions <br />of the Certified EIR? <br />The Project includes the demolition and removal of all existing improvements from the Project <br />Site and development of the site with a mixed -use development including up to 507 residential <br />dwelling units, approximately 26,800 square feet of commercial uses, and associated parking, <br />utility infrastructure, landscaping, and open space, all of which is allowed under the Overlay Zone, <br />and is consistent with the Overlay Zone standards. The Project does not include any development <br />that would extend beyond the building envelope considered in the Certified EIR, and no changes <br />are proposed to the Overlay Zone to accommodate the Project. As discussed below, the Project <br />would incorporate mitigation measures to minimize impacts related to hazards and hazardous <br />materials would be less than significant, and accordingly, would not result in any new or increased <br />significant impacts beyond those already identified in the Certified EIR. <br />Cabrillo Town Center City of Santa Ana <br />Technical Memorandum August 2023 <br />City Council 18 — 578 10/3/2023 <br />
