Impede/Redirect Flood Flows <br />The Project Site is still not located in a flood hazard area and would not impede or redirect flood <br />flows. Thus, the Project would not result in any new or increased significant impacts related to <br />impeding or redirecting flood flows beyond impacts already identified in the Certified EIR. <br />Tsunami/Seiche Water Quality Hazards <br />The Project Site is still not located in an area that is subject to tsunami/seiche/mudflow hazards. <br />Thus, the Project would not result in any new or increased significant impacts related to water <br />quality hazards beyond impacts already identified in the Certified EIR. <br />4.10.3 Any substantial changes in circumstances involving new significant impacts or <br />substantial increase in the severity of significant impacts that will require major revisions <br />of the Certified EIR? <br />No substantial changes in the circumstances related to hydrology and water quality have occurred <br />within the vicinity of the Project Site since the certification of the Certified EIR that would result in <br />new or more severe significant environmental impacts. <br />4.10.4 Any new information of substantial importance that demonstrates that the Project <br />would result in new significant impacts or substantial increase in the severity of significant <br />impacts? <br />There is no new information of substantial importance which has become available relative to <br />hydrology and water quality that would result in new or more severe significant environmental <br />impacts. <br />4.10.5 Mitigation Measures Addressing Impacts <br />The Project would implement Mitigation Measures MM-OZ 4.7-1 and MM-OZ 4.7-2 from the <br />Certified EIR. <br />4.10.6 Conclusion <br />Based on the above, no new significant hydrologic/water quality impacts or a substantial increase <br />in previously identified hydrologic/water quality impacts would occur as a result of the Project. <br />Therefore, the impacts on hydrology and water quality do not meet the standards for a subsequent <br />or supplemental EIR pursuant to Public Resources Code Section 21166 or CEQA Guidelines <br />Section 15162. <br />Cabrillo Town Center City of Santa Ana <br />Technical Memorandum August 2023 <br />City Council 18 — 588 10/3/2023 <br />
