However, as <br />this intersection is outside the jurisdiction of the City of Santa Ana, the City cannot ensure <br />implementation of this improvement. <br />• First Street at Newport Avenue —The intersection of First Street at Newport Avenue <br />currently experiences LOS C or better in the AM and PM peak hours. The addition of <br />background traffic growth is expected to result in a decline in LOS at this intersection to <br />LOS E in the AM peak hour. Although the Overlay Zone would not result in a <br />significant impact at this intersection because the contribution is less than the identified <br />threshold of 0.03, improvements to this intersection are feasible, but not required. The <br />improvements at this intersection include eastbound right turn overlap signal <br />phasing and provision of a third southbound through lane, by constructing a <br />southbound right -turn lane. These improvements will improve intersection performance <br />to LOS C. However, as this intersection is outside the jurisdiction of the City of <br />Santa Ana, the City cannot ensure implementation of this improvement. <br />• Irvine Boulevard at SR-55 Northbound Ramps —The intersection of Irvine Boulevard <br />at SR-55 Northbound Ramps is currently operating at LOS D or better in the AM and PM <br />peak hours. The addition of background traffic growth and traffic from the proposed <br />project is expected to result in a decline in LOS to LOS F in the AM and PM peak hours. <br />The recommended mitigation for this intersection is the construction of a westbound <br />free -right turn lane and the conversion of the third eastbound through lane to a second <br />eastbound left turn lane. These improvements fully mitigate traffic impacts at this <br />intersection to LOS D. <br />• Parkcourt at Cabrillo Park Drive —The intersection of Cabrillo Park Drive and <br />Parkcourt currently operates at LOS C or better in the AM and PM peak hours. Level of <br />service is expected to decline to LOS F in the PM peak hour with the addition of <br />background traffic growth and traffic from the Overlay Zone. The recommended <br />mitigation for this intersection is the prohibition of cross -traffic through the use of <br />median islands, diverters, or other means. This improvement will fully mitigate the <br />traffic impacts at this intersection. <br />• Fruit Street at Cabrillo Park Drive —The intersection of Cabrillo Park Drive and Fruit <br />Street currently operates at LOS B in both the AM and PM peak hours. Future <br />background traffic growth and traffic from the Overlay Zone is expected to result in a <br />decline in LOS to LOS E in the PM peak hour. The recommended mitigation for this <br />intersection is the installation of a traffic signal or a roundabout. Either improvement is <br />expected to result in an improvement to LOS C or better, fully mitigating impacts. <br />• Wellington Avenue at Cabrillo Park Drive —The intersection of Cabrillo Park <br />Drive and Wellington Avenue currently operates at LOS C in both the AM and PM <br />peak hours. Level of service is expected to decline to LOS F in both the AM and PM <br />peak hours due to growth in background traffic and traffic from the Overlay Zone.
