The Project would be required to comply with the following regulations, as applicable: <br />• SCAQMD Rule 403, would reduce the amount of particulate matter entrained in ambient air as a <br />result of anthropogenic fugitive dust sources by requiring actions to prevent, reduce or mitigate <br />fugitive dust emissions. <br />• SCAQMD Rule 1113, which limits the VOC content of architectural coatings. <br />• SCAQMD Rule 402, which states that a person shall not discharge from any source whatsoever <br />such quantities of air contaminants or other materials which cause injury, detriment, nuisance, or <br />annoyance to any considerable number of persons or to the public, or which endanger the comfort, <br />repose, health, or safety of any such persons or the public, or which cause, or have a natural <br />tendency to cause, injury or damage to business or property. <br />• In accordance with Section 2485 in Title 13 of the California Code of Regulations, the idling of all <br />diesel -fueled commercial vehicles (with gross vehicle weight over 10,000 pounds) during <br />construction would be limited to five minutes at any location. <br />• In accordance with Section 93115 in Title 17 of the California Code of Regulations, operation of any <br />stationary, diesel -fueled, compression -ignition engines would meet specific fuel and fuel additive <br />requirements and emissions standards. <br />Regional Emissions <br />Construction activity creates air quality impacts through the use of heavy-duty construction equipment <br />and through vehicle trips generated by construction workers traveling to and from the Project Site. NOx <br />emissions would primarily result from the use of construction equipment and truck trips. <br />Fugitive dust emissions would peak during grading activities, where approximately 400 cubic yards of <br />soil would be exported from the Project Site. All construction projects in the Basin must comply with <br />SCAQMD Rule 403 for fugitive dust. Rule 403 control requirements include measures to prevent the <br />generation of visible dust plumes. Measures include, but are not limited to, applying water and/or soil <br />binders to uncovered areas, reestablishing ground cover as quickly as possible, utilizing a wheel <br />washing system or other control measures to remove bulk material from tires and vehicle undercarriages <br />before vehicles exit the Project Site, and maintaining effective cover over exposed areas. Compliance <br />with Rule 403 would reduce regional PM2.5 and PM10 emissions associated with construction activities <br />by approximately 61 percent. <br />During the building finishing phase, the application of architectural coatings (e.g., paints) would release <br />VOCs (regulated by SCAQMD Rule 1113). The assessment of construction air quality impacts considers <br />each of these potential sources. Construction emissions can vary substantially from day to day, <br />depending on the level of activity, the specific type of operation and, for dust, the prevailing weather <br />conditions. <br />As shown in Table 7, construction of the Project would produce VOC, NOx, CO, SOx, PM,o and PM <br />emissions that do not exceed the SCAQMD's regional thresholds.
