Policy <br />4.6 of the LU supports diverse and innovative housing types that improve living conditions <br />and promote a healthy environment. Goal 1 of the Economic Propensity Element ("EU") <br />promotes the fostering of a dynamic local economy that provides and create employment <br />opportunities for all residents in the City. Policy 1.2 of the EU promotes the strengthening <br />and expand citywide business attraction efforts in order to achieve the city's full <br />employment potential. Goal 3 of the EU promotes a business -friendly environment where <br />businesses thrive and build on Santa Ana's strengths and opportunities. Policy 3.7 of the <br />EU promotes a solution -based customer focus in order to facilitate additional <br />development and investment in the community. Policy 3.8 of the EU pursues a balance <br />of fiscal and qualitative community benefits when making land use decisions. Goal 4 of <br />the Mobility Element ("M") coordinates transportation planning efforts with land use and <br />design strategies that encourage sustainable development and achieve broader <br />community goals. Policy 4.9 of the M supports the utilization of land use, building, site <br />planning, and technology solutions to mitigate exposure to transportation -related air <br />pollution, especially in environmental justice focus areas. Goal 1 of the Conversation <br />Element ("CN") supports the protection of air resources, improve regional and local air <br />quality, and minimize the impacts of climate change. Policy 1.5 of the CN encourages the <br />study of impacts of stationary and non -stationary emission sources on existing and <br />proposed sensitive uses and opportunities to minimize health and safety risks as well as <br />developing and adopting new regulations avoiding the siting of facilities that potentially <br />emit increased pollution near sensitive receptors within environmental justice area <br />boundaries. Goal 2 of the Safety Element ("S") supports the protection of residents and <br />environmental resources from contaminated hazardous material sites and minimize risks <br />associated with the use, production, storage, transport, and disposal of hazardous <br />materials. Policy 2.2 of the S encourages collaboration with appropriate agencies to <br />identify and inventory all users and handlers of hazardous materials to proactively <br />mitigate potential impacts. Promote transparency and accountability by publishing city, <br />regional, and state data and resources on toxic spills, water pollution, illegal discharges, <br />industrial and commercial air violations on a dedicated Santa Ana Environmental Quality <br />webpage. The proposed project will utilize land use, design, and sustainable strategies <br />to protect environmental resources and residents. The reconfiguration of the site <br />contributes to a stronger protection of local air quality and minimizes environmental <br />impacts associated with the business. <br />Public Notification and Community Outreach <br />Public notifications were posted, published, and mailed in accordance with City and State <br />regulations. Copies of the public notice, including a 1000-foot notification radius map, and <br />the site posting are provided in Exhibit 6. The property is located within the Meredith <br />Parkwood Neighborhood Association. At the time this report was printed, no issues of <br />concern were raised regarding the proposed CUP. <br />6/26/2023 <br />Planning Commission 1-7 <br />
