Understanding of Need <br />PROJECT UNDERSTANDING <br />SYRUSA understands that the City is seeking a <br />qualified consulting firm to provide pre -construction <br />and construction management services for the <br />Project. <br />Project Elements <br />The Project scope of work required to replace <br />Fairview Bridge and construct street improvements <br />between 9th Street and 16th Street includes: <br />IM 9th Street to 16th Street <br />W Features <br />• Widening the roadway from two lanes to three <br />lanes on each side. <br />• Resurfacing street pavement <br />• New raised landscape median, bike lanes, <br />sidewalks, and streetlights <br />• Signing and striping <br />• Relocate of existing utilities and adjust utilities to <br />grade <br />• Water Quality Management Plan (WQMP) <br />improvements <br />© New Bridge Features <br />• The new bridge will include a complete bridge <br />deck with barrier rails, sidewalks, bicycle lanes, a <br />raised median, and lighting. <br />• The proposed bridge will be expanded from <br />approximately 52 ft to 100 ft in width and will have <br />SYRUSA° <br />the same roadway profile as the existing bridge. <br />The eight pier walls that support the existing <br />bridge will be removed, and four new pier walls <br />will be constructed to support the new bridge. <br />Maintaining two southbound lanes and one <br />northbound lane during construction. <br />Project Objectives <br />• Increase safety for pedestrians, bicyclists, and <br />motorists. <br />• Provide sidewalk and crash rated barrier rails on <br />the bridge. <br />• Greater public access with ADA improvements <br />and dedicated bike lanes <br />• Reduce traffic congestion and provide traffic <br />calming features. <br />• Compliance with Complete Streets Act <br />(accommodates all users including pedestrians, <br />bicyclists, transit users, and motorists) <br />• Consistent with the Orange County Master Plan <br />of Arterial Highways and the City's General Plan <br />Circulation Element. <br />• 500 working day construction project <br />A critical component of our Project approach is <br />to anticipate, mitigate, and resolve project issues <br />early. Leveraging our understanding of the Project, <br />our team has included a list of challenges that could <br />result from potential issues on this Project and our <br />solutions in Exhibit D.1 on page 14. <br />"SYRUSA team members that worked <br />on the Auto Center Grade Separation <br />Project were professional, and very patient <br />given the extensive coordination (with <br />over seven different parties) required for <br />the construction of the grade separation <br />bridge.
