FY 2022 Urban Areas Security Initiative Program <br />October 17, 2023 <br />Page 2 <br />3 <br />7 <br />8 <br />0 <br />Agency (FEMA) to assist high-density urban areas to strengthen the nation’s <br />communities against potential terrorist attacks and other hazards. The UASI program <br />provides funds to local emergency first responders to enhance security and overall <br />preparedness to prevent, respond to, and recover from acts of terrorism. The grant <br />specifically provides funding for training, planning, equipment, exercises, and technical <br />assistance. <br /> <br />In FY 2006 the DHS established a combined UASI in the Orange County Urban Area <br />called the Anaheim/Santa Ana Urban Area (ASAUA) UASI. The City of Santa Ana now <br />shares grant administrative responsibilities with the City of Anaheim, annually <br />alternating the function of lead administrative agency. The City of Anaheim is the lead <br />agency for FY 2022 funding and is, therefore, the UASI Sub-Grantee, with Santa Ana <br />designated as a subrecipient through Anaheim. <br />The Santa Ana Police Department has worked with the City of Anaheim, the County of <br />Orange, and cities within the Anaheim/Santa Ana Urban Area to determine current <br />capabilities and needs and have established goals and objectives for the <br />Anaheim/Santa Ana Urban Area. The City of Santa Ana will work in collaboration with <br />the City of Anaheim to implement complementary strategies for responding to acts of <br />terrorism. <br />The FY 2022 funds will support the Homeland Security Training & Exercise Program to <br />enhance capabilities across multiple disciplines and jurisdictions in areas such as active <br />shooter, mass gathering and civil disturbances, cyber security, emergency <br />management, and advanced life-saving techniques.
