NDI Proposal 80008-53 <br />PProject Understanding <br />OVERVIEW <br />City of Santa Ana is seeking consulting engineering design services in support of developing bid <br />specifications and drawings to upgrade the City's Water Production Facilities. The desired contract is <br />estimated to last through May of 2026 with the option to extend the agreement for up to (1) additional two- <br />year term. To support the scope of this RFP, NDI will prepare functional specifications, control panel <br />design drawings, programming and testing specifications and provide SCADA source control and change <br />control services to the City's team. Although the span of the City's Water Distribution system consists of <br />5 storage facilities, 7 MWD connections, 21 groundwater wells, 7 pump stations, 4 pressure regulating <br />stations, and 2 pressure zones, this project will focus on performing the scope of work outlined in RFP <br />NO : 23-026 for two stations: Crooke Station and for the Cambridge Station. <br />DETAILED SCOPE OF SERVICES <br />NDI's scope for this project involves Control System design engineering services in support of the City of <br />Santa Ana's Water Distribution SCADA System improvements. The effort will ultimately involve NDI's <br />development of bid specifications and drawings in collaboration with the City's project team and <br />stakeholders. The overall scope involves replacement and upgrades of PLC control panels, <br />instrumentation and PLC, OIT and SCADA application programs. NDI has an extensive background in <br />performing the scope of services described in this RFP. We encourage the City to contact our references <br />listed in this proposal. NDI has long-established relationships with municipalities such as yourselves and <br />a history of providing high -quality services. <br />During the planning, and phased design development, NDI will generate a number of design submittals, <br />all subject to review and approval by the City. NDI, with support from the City, will perform all necessary <br />and required investigations of the two existing facilities to construct complete and accurate design <br />submittals. NDI will prepare documentation to include in the bid package as a separate attachment or any <br />supplemental documentation as required by the City. <br />NDI will work with the City's Project Manager during the bidding and construction periods to resolve <br />technical discrepancies and/or interpretations of the contract documents. This may include supplemental <br />Addenda, responses to Requests for Information, and/or support for any possible Change Orders. NDI <br />will prepare the necessary drawings, sketches, and specifications required to make changes to the design <br />due to conditions encountered during construction. NDI will review Shop Drawings and other Submittals <br />for design intent and compliance with the contract documents. NDI will review construction sequencing, <br />cost, and schedules. NDI must attend and participate in planning and design meetings, pre -construction <br />conferences, and progress meetings as requested by the City. NDI will provide project inspection, start- <br />up and commissioning, testing, and closeout support. The Contractor will be required to provide redlined <br />contract drawings, reflecting the As -Built configuration of the new system. NDI will review the final <br />redlined as -built drawings provided by the Contractor. <br />After reviewing the RFP, NDI has outlined our understanding of the scope of services based on our <br />experience.
