CITY COUNCIL 13 03/07/2023 <br />Councilmember Hernandez spoke in support of the proposed changes by Councilmember <br />Vazquez and regarding street vendors, exploitation of workers, and education of the bill. He <br />proposed additional amendments to Section 3 of the resolution to incorporate the following <br />language: “the City of Santa Ana affirms its dedication and its priority to protect the health, <br />safety, and welfare of its residents, local street vendors, visitors, and business owners”; and <br />to Section 4 to incorporate “local street vendors.” <br />MOTION: Councilmember Vazquez moved to adopt the resolution, as amended, <br />seconded by Councilmember Hernandez. <br />SUBSTITUTE MOTION: Councilmember Penaloza moved to adopt the resolution, <br />as presented, seconded by Councilmember Bacerra. <br />MINUTES: Mayor Pro Tem Lopez spoke regarding the proposed changes to the <br />resolution. <br />Councilmember Phan spoke in support of the proposed resolution and requested a <br />clarification regarding the stationary street vendors. <br />Discussion ensued regarding clarification of the stationary street vendors and the <br />proposed changes to the resolution. <br />Mayor Amezcua spoke in support of the item and spoke regarding pop-up street <br />vendors and violations. <br /> The substitute motion carried, 5-2, by the following roll call vote: <br /> <br />AYES: <br />NOES: <br />ABSTAIN: <br />ABSENT: <br />COUNCILMEMBER BACERRA, COUNCILMEMBER <br />PENALOZA, COUNCILMEMBER PHAN, MAYOR PRO TEM <br />LOPEZ, MAYOR AMEZCUA <br />COUNCILMEMBER HERNANDEZ, COUNCILMEMBER <br />VAZQUEZ <br />NONE <br />NONE <br />Status: 5 – 2 – Pass <br />**END OF CONSENT CALENDAR** <br />AT 8:10 P.M., AGENDA ITEM NO. 20 WAS CONSIDERED OUT OF ORDER AND <br />HEARD PRIOR TO THE BUSINESS CALENDAR. <br />COUNCILMEMBER REQUESTED ITEMS <br />20.Discuss and Consider Directing the City Manager and City Attorney to Direct Staff <br />to Prepare an Ordinance Amending Section 86 of the Municipal Code to Increase <br />Transparency and Accountability Regarding Contractor and Subcontractor <br />Disclosures – Councilmember Phan <br /> <br /> <br />City Council 8 – 54 11/7/2023
