TSGP Appendix | 2023 Page D-2 <br />•Specific procedures to be implemented or used by the public transportation agency in response to <br />a terrorist attack, including evacuation and passenger communication plans and appropriate <br />evacuation and communication measures for the elderly and individuals with disabilities; <br />•A coordinated response plan that establishes procedures for appropriate interaction with state and <br />local law enforcement agencies, emergency responders, and federal officials in order to <br />coordinate security measures and plans for response in the event of a terrorist attack or other <br />major incident; <br />•A strategy and timeline for conducting training under 49 C.F.R. § 1570.109(b) and 49 C.F.R. Part <br />1582; <br />•Plans for providing redundant and other appropriate backup systems necessary to ensure the <br />continued operation of critical elements of the public transportation system in the event of a <br />terrorist attack or other major incident; <br />•Plans for providing service capabilities throughout the system in the event of a terrorist attack or <br />other major incident in the city or region which the public transportation system serves; <br />•Methods to mitigate damage within a public transportation system in case of an attack on the <br />system, including a plan for communication and coordination with emergency responders; and <br />•Other actions or procedures as the Secretary of Homeland Security determines are appropriate to <br />address the security of the public transportation system. <br />Allowable Direct Costs <br />Specific investments made in support of the funding priorities in the annual TSGP NOFO generally fall <br />into one of the following six allowable expense categories: <br />•Planning; <br />•Operational Activities; <br />•Equipment and Capital Projects; <br />•Training and Awareness Campaigns; <br />•Exercises; and <br />•Management and Administration. <br />The following provides guidance on allowable costs within each of these areas: <br />Planning <br />Planning activities address the Soft Targets/Crowded Places; Cybersecurity; and Planning Priorities. <br />TSGP funds may be used for the following types of planning activities: <br />•Development and enhancement of system-wide security risk management plans that ensure the <br />continuity of essential functions, to include cyber; <br />•Development or further strengthening of continuity plans, response plans, station action plans, <br />risk assessments, and asset-specific remediation plans; <br />•Development or further strengthening of security assessments, including multi-agency and multi- <br />jurisdictional partnerships and conferences to facilitate planning activities; <br />•Hiring of full or part-time staff and contractors or consultants to assist with planning activities <br />only to the extent that such expenses are for the allowable activities within the scope of the grant <br />(not for the purpose of hiring public safety personnel); hiring of contractors/consultants must <br />follow the applicable federal procurement requirements at 2 C.F.R. §§ 200.317-200.327; <br />•Materials required to conduct planning activities;
