<br /> EMPG Program Appendix | 2023 Page H-31 <br />EMPG Program Work Plan <br />Submission of an EMPG Program Work Plan is mandatory. It is a required component of the EMPG <br />Program application. The Work Plan outlines the state’s emergency management sustainment and <br />enhancement efforts, including new and ongoing activities and projects, that are driven by identified <br />preparedness priorities and proposed for the EMPG Program period of performance. An FY 2023 EMPG <br />Program Work Plan Template (available on the Grants.gov EMPG Program application page and on the <br />FEMA.gov website at EMPG) is provided to facilitate the work plan development process. The submitted <br />Work Plan must address all the data and information requirements included in the FY 2023 EMPG Program <br />Work Plan Template and in the supplemental guidance included in this section. Therefore, EMPG Program <br />applicants are strongly encouraged to use the provided FY 2023 EMPG Program Work Plan Template. <br />Prior to submission of the EMPG Program Work Plan, the applicant must work with the Regional <br />Administrator or designated Regional EMPG Program Manager to identify three to five priority areas which <br />will serve as the focus for EMPG Program-funded investments. The priorities must be mutually agreed to <br />by the applicant and Regional Administrator and should be driven by the THIRA/SPR process – <br />specifically, the outputs from the THIRA/SPR process – and other relevant information sources such as <br />AARs, audit and monitoring findings, Hazard Mitigation Plans and other deliberate planning products. <br />Priorities should also reflect those included in each recipient's IPP so that recipients are focusing all <br />investments, projects, and other resources on a common set of priorities. As they select priorities, applicants <br />should consider which capability gaps would be most operationally consequential, must be closed most <br />urgently, and could be meaningfully addressed within the period of performance. Applicants should refer to <br />the EMPG Program NOFO for further guidance on the priority identification process. <br />Applicants must set at least one performance goal for each RA agreed-upon priority area that achieves a <br />specific outcome. Each goal must be specific, measurable, and achievable within the period of performance, <br />relevant to the priority area, and have a target date for completion. Applicants must describe how achieving <br />each goal or objective will impact the priority area it supports by the end of the period of performance. Each <br />goal must include an estimate quantifying the extent to which the supporting investments will close <br />capability gaps (e.g., “Increase the percentage of people who can find and secure long -term housing by 10% <br />within 1 year of an incident”). The FY 2023 EMPG Program Work Plan Template includes instructions and <br />examples to help guide this process so that recipients can develop goals that focus on achieving specific <br />outcomes. <br />The Regional Administrator or designated Regional EMPG Program Manager will ensure that the mutually <br />agreed priorities are fully addressed in the EMPG Program Work Plan. In addition, the Regional <br />Administrator must approve final Work Plans before states may draw down EMPG Program funds. Grant <br />funds will be released upon approval of the state’s final Wor k Plan. <br />Following Work Plan approval, regional EMPG Program Managers will work closely with recipients to <br />monitor progress toward goals and activities in the Work Plans during the performance period and may <br />request further documentation from the recipients to clarify the projected Work Plan. Further, in accordance <br />with 2 C.F.R. §200.308 – Revision of budget and program plans, any changes to the approved Work Plan – <br />including changes in project scope and budget changes within any direct cost category exceeding 10% of <br />the total award amount – will require advance approval from the Regional Administrator or designated <br />Regional EMPG Program Manager. <br />EMPG Program Work Plan Instructions <br />The FY 2023 EMPG Program Work Plan Template has been updated to support the collection of objective <br />information and quantitative data that will allow FEMA to measure program effectiveness and investment
