2 <br /> <br /> <br /> <br />Section 1 ‒ Overview | 2022 <br /> <br /> <br />Key Changes to the <br />FY 2022 EMPG Cont. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Unique Entity Identifier – Effective April 4, 2022, the <br />Federal Government transitioned from using the Data <br />Universal Numbering System or DUNS number, to a <br />new, non-proprietary identifier known as a Unique <br />Entity Identifier or UEI. For entities that have an active <br />registration in the System for Award Management <br />(SAM) prior to this date, the UEI has automatically been <br />assigned and no action is necessary. For all entities <br />filing a new registration in SAM.gov on or after <br />April 4, 2022, the UEI will be assigned to that entity as <br />part of the SAM.gov registration process. <br />UEI registration information is available on GSA.gov <br />at Unique Entity Identifier Update. <br />Grants Management <br />Memoranda <br />Cal OES issues Grants Management Memoranda <br />(GMMs) which provide additional information and <br />requirements regarding EMPG funds. <br />Eligible Subrecipients Eligible Applicants, referred to as Subrecipients, include <br />Counties/Operational Areas (OAs), and federally- <br />recognized tribes located in California. <br />Tribal Allocations The NOFO strongly encourages Cal OES to provide <br />EMPG funds directly to tribes in California. To <br />implement this requirement, a special Request for <br />Proposal will be issued to California’s federally- <br />recognized tribes. All Subrecipients are encouraged to <br />coordinate with tribal governments to ensure that tribal <br />needs are considered in their grant applications. <br />Subrecipient <br />Allocations <br />FY 2022 EMPG Subrecipient final allocations are <br />included in Attachment A. <br />Supplanting <br /> <br /> <br /> <br /> <br />Grant funds must be used to supplement existing funds, <br />not replace (supplant) funds that have been <br />appropriated for the same purpose. Subrecipients may <br />be required to provide supporting documentation that <br />certifies a reduction in non-federal resources occurred <br />for reasons other than the receipt or expected receipt <br />of federal funds. Supplanting will result in the <br />disallowance of any activity associated with this <br />improper use of federal grant funds.
