HSGP Appendix | 2023 Page A-38 <br />•Must be submitted as an Adobe PDF document; <br />•All documents submitted must use the unique identifier created by the OPSG data management <br />system from the original associated operation order; and <br />•Applicable OPSG sector representatives must coordinate with the SAA and OPSG participants to <br />submit an accurate inventory of all specified OPSG purchased property with each Operations <br />Order/FRAGO. <br />Due to the competitive nature of this program, separate attachments will neither be accepted nor <br />reviewed. <br />OPSG Operational Guidance <br />This section provides operational guidance to OPSG applicants on the development of a concept of <br />operations and campaign planning, the tactical operation period, and reporting procedures. This guidance <br />also delineates specific roles and responsibilities, expectations for operations, and performance measures . <br />Successful execution of these objectives will promote situational awareness among participating agencies <br />and ensure a rapid, fluid response to emerging border-security conditions. <br />OPSG uses an integrated approach to address transnational criminal activity. Federal and SLTT partners <br />are required to establish and maintain an OPSG IPT with representation from all participating law <br />enforcement agencies, co-chaired by representatives from USBP, the SAA, and participating local law <br />enforcement agencies’ OPSG program representa tives. Each operational order will address specific <br />threats, gaps, and vulnerabilities identified by the USBP. All requests in the operational plan will be <br />reviewed and approved by the corresponding sector's Chief Patrol Agent or his/her designee for border <br />security value. USBP will provide routine monitoring and technical expertise to each participating <br />agency. The content of each operational plan, to include the requested items will be reviewed for border- <br />security value and approved by the corresponding sector’s Chief Patrol Agent or his/her designee. <br />All operational plans should be crafted in cooperation and coordination with federal and SLTT partners to <br />meet the needs of the USBP Sector. Consideration will be given to applications that are coordinated <br />across multiple jurisdictions. All applicants must coordinate with the CBP/USBP Sector Headquarters <br />with geographic responsibility for the applicant’s location in developing and submitting an Operations <br />Order with an embedded budget to the SAA. Operations are to be crafted so that resources are allocated to <br />one or more of the supportable categories: <br />1)Law Enforcement Presence; <br />2)Situational Awareness; and/or <br />3)Intelligence Collection, Analysis, and Distribution.
